PMO not ready to intervene for the cause of compulsorily retired!

AIPRPA PLEA TO HONOURABLE  PRIME MINISTER FOR INCLUSION OF BENEFIT OF DELINKING OF 33 YEARS SERVICE FOR FULL PENSION TO COMPULSORY RETIRED PENSIONERS  STANDS REJECTED!

Is the Department of Expenditure above the Prime Minister of India? 



Dear Comrades 

AIPRPA CHQ had taken up with the Honourable Prime Minister of India against exclusion of compulsorily retired pensioners from getting the benefit of de-linking of 33 years of service for full pension. However, the following reply was received from the Government stating that the decision to exclude the compulsorily retired pensioners was taken in consultation with the Department of Expenditure! It appears that the Department of Expenditure is outside the powers of the Honourable Prime Minister!!

The status reply received from the PMO office is reproduced below; All compulsorily retired pensioners may consider knocking the doors of Judiciary on the grounds that the stand of the Department of Expenditure is an after thought and that the original orders dated 6.4.2016 did not contemplate the exclusion:

This All India Postal RMS Pensioners Association wishes to bring to your kind attention that the stand of the Department of Expenditure to exclude the pensioners compulsorily retired from service from getting the benefit of delinking of 33 years qualifying service for drawing the minimum guaranteed full pension acts harshly on them who are already undergoing a lifelong punishment of early retirement from service for whatever misconduct they had committed. The stand of the Department of Expenditure is running against the wishes of the Government of India to concede a benefit to all pensioners besides imposing a double punishment by denying even the minimum pension of the scale in which there were compulsorily retired. The orders of the DoPPW dated 6th April, 2016 under reference is extending the benefit of delinking of revised pension from qualifying service of 33 years to all Pre-2006 pensioners including to those with 10 years of service. Nowhere in that order was any classification made about compulsorily retired or voluntarily retired or superannuated. Instead the orders of 6th April, 2016 in its Para 4 categorically states “…. that the pension/family pension of all pre-2006 pensioners / family pensioners may be revised …..”. But the 13th June, 2016 orders under reference (2) issued by the Department of Expenditure in its last sentence excludes the pensioners who are retired compulsorily by saying they are not covered by the OM dated 6.4.2016 In fact the orders of 6th April does not speak anything about compulsorily retired persons at all and the stand of the Department of Expenditure revealed after more than two months is just an afterthought to prevent the compulsorily retired pensioners from getting the minimum benefit guaranteed by the Pension Ministry orders. This Association would like to seek your personal intervention in this matter to cause to order to reopen the issue by the Department of Expenditure and reconsider to ensure that all Pensioners including the compulsorily retired persons are ensured of the minimum pension guaranteed by the 6th April orders of DoPPW. Your kind intervention to cause to include a small section of pensioners for the minimum benefit will save the agony to those sections. Guard Against Redtapism!

Redtapism shall end!



It is most unfortunate that some do not change at all! They always try to shirk their responsibilities by following practices of red tapism. This time also some are reportedly saying "we have not yet received orders from our SSPOs" to refix pension and pay arrears! AIPRPA CHQ wish to guide our rank and file leaders to be vigilant against such routine answers and practices from some officers. These officers are to be pointed out Para 9 and Para 13 of DOP&PW OM No.F.No.38/37/2016-P&PW(A)(ii) dated 4.8.2016:


Para 9: "All Pension Disbursing Authorities including Public Sector Banks handling disbursement of pension to the Central Government pensioners are hereby authorized to pay pension/family pension to existing pensioners/ family pensioners at the revised rates in terms of Para 4.1 and 5 above without any further authorization from the concerned Accounts Officers / Head of Office etc...."



Para 13: "......To achieve this objective it is desired that all Pension Disbursing Authorities should ensure that the revised pension and the arrears due to the pensioners in terms of para  4.1 and 5 above is paid to the pensioners or credited to their account by 31st August, 2016 or before positively."


There is therefore no need for any endorsement of pension ministry's orders for refixation of pension by applying 2.57 fitment factor by HPOs. This should be done immediately as authorized by GOI DoP&PW.

Pension Refixation orders released!

Resolution for implementation of 7th CPC recommendations to pensioners/family pensioners; and OM for implementation by Department of Pension & Pensioners Welfare are released as assured with fated 4th August, 2016. As per assurance held out the option no.1 will be placed under a Committee headed by Pension Secretary. Option no 2 viz., 2.57 times of basic pension will be fixed for all pre-2016 pensioners. FMA increase is also referred to another Committee headed by Finance Secretary & Secretary Expenditure.

7th CPC implementation for Pensioners

Comrade KKN Kutty Secretary General ascertained from government sources that the Gazette Notification for 7th CPC Pension refixation is likely to be made by Govt tomorrow (5.8.2016).

It is also informed by SG NCCPA that a separate committee is being formed to consider the feasibility of Option No.1 of pension refixation recommended by 7th CPC! - KR GS AIPRPA

Solidarity to 2nd September Strike!

September-2 Strike by Working Class - Solidarity by Pensioners!



On 2.9.2016, the entirety of Workers & Employees under the joint banner of Central TUs & Federations and Unions of Central, State Govt and PSUs go on strike.

Pensioners shall extend solidarity and a call through NCCPA will shortly come, that will be endorsed by AIPRPA also.

Meanwhile, AIPRPA Tamilnadu State, as part of TN State COC of Central, State Govt and Public Sector Pensioners Organisations has issued a call for joint demonstrations in solidarity. This solidarity demonstration shall be held in Chennai (State Capital) and all district capitals on the forenoon of 2.9.2016.

AIPRPA Tamilnadu Districts / Divisions are called upon to establish contacts with State Govt Pensioners Koottamaippu and AIBDPA etc associations to plan a massive pensioners demonstration on 2.9.2016 in all districts of Tamilnadu!

As far as other states are concerned, all are advised to get ready and await the call of NCCPA / AIPRPA CHQ shortly!

Why Gazette Notification for pensioners is delayed?


Just checking with Comrade KKN Kutty to understand the delay in notification in gazette for pensioners by government - Shortly i will update - I know pensioners all around are eager to know, but anyway we should not forget that real hike in pension is linked with enhancement of fitment factor by govt as demanded by NJCA - However let me update developments on ascertaining real reasons! - KR GS AIPRPA
