Secretary Department of Posts informed of our protest demonstration

AIPRPA CHQ INFORMS SECRETARY DOP ABOUT 12.01.2015 PROTEST
Dear Comrades / Colleagues,

The decision of the CHQ AIPRPA to call the Postal Pensioners to stage a protest demonstration in front of HPOs / Divisional Offices / ROs / Circle Offices against the undue delay in disbursement of enhanced FMA to POSB accounts holding Pensioners stands communicated to the Secretary Department of Posts. The E-Mail communication sent to DG Posts is as follows:

 

Respected Madam,

 

Sub: Postal Pensioners protest against undue delay in disbursement of enhanced FMA to POSB Account holding Pensioners - reg.

 

The Department of Pension & Pensioners Welfare had issued the order for enhancement of FMA from 300/- to 500/- w.e.f. 19-11-2014. The above orders have been implemented for bigger departments like Railways. Even the Postal Pensioners who have Savings Accounts in Banks have received the payment. But the Postal Pensioners who have POSB Accounts for drawing their pension alone are yet to get the payment. This is without any logic and the distress amongst the Postal Pensioners is very deep. This Association had preferred an earlier email to you on this issue. Incidentally NFPE Federation also addressed a letter to Directorate in this matter. However, there seems no progress. 

 

Under these circumstances. if the payment continues to be delayed further, the Postal and RMS Pensioners under our AIPRPA have decided to stage a protest demonstration in front of HPOs / Divisional Offices / ROs / Circle Offices according to local conditions on 12.01.2015.

AIBDPA (All India BSNL DOT Pensioners Association) extends solidarity to AIPRPA DEMONSTRATION ON 12.01.2015 



The protest demonstration by AIPRPA against the undue delay in disbursement of enhanced FMA to POSB accounts holding Postal Pensioners on 12.01.2015 is supported by the AIBDPA. The General Secretary of AIBDPA Comrade K.G.Jayaraj will shortly issue suitable instructions to the leaders of his organisation in this regard. AIPRPA leaders can approach the leaders of AIBDPA and invite them too to the protest demonstration.

As far as in Tamilnadu is concerned, the Circle Secretary AIBDPA Comrade C.K.Narasimhan has also issued instructions to all the district leaders to extend total cooperation. The AIPRPA District Secretaries of Tamilnadu will contact their counterparts belonging to AIBDPA in this regard and try to organise the protest jointly.

CHQ AIPRPA CALLS FOR PROTEST DEMONSTRATIONS

 AGAINST UNDUE DELAY OVER PAYMENT OF 

ENHANCED FMA TO POSTAL PENSIONERS DRAWING 

PENSION THROUGH POSB


PROTEST DEMONSTRATION 

ON 12-01-2015





Hold Protest Demonstration on 12.01.2015 at a convenient time either at the lunch time or in the evening – Discuss with all Postal Unions Divisional Secretaries and enlist their support also.

Mobilize all Postal Pensioners and hold protest demonstrations before HPOs or Divisional Offices as per the convenience of Districts and Divisions. State Associations may mobilise all pensioners in the State Headquarters and hold the demonstration before the Chief PMG office. Take help from the NFPE Circle Secretaries in mobilizing before the Circle offices. AIPRPA CHQ has written to NFPE for extending support and solidarity to our call and requested the Federation to call for the support of all Divisional / Circle Unions.

The Ministry of Personnel and the Department of Pension and Pensioners Welfare had issued the orders enhancing the FMA from 300/- to 500/- per month w.e.f. 19.11.2014. The orders were issued on 19.11.2014 but even after the lapse of one and a half month, the payment is not ordered for Postal Pensioners holding POSB Accounts.

Payment to even the largest Central Government Department viz., the Railways have made the payment. The payment has been reportedly made by Banks to Postal Pensioners holding SB Account in their banks. We cannot understand as to why payment could not be made by POSB while Banks have already made the payment? This is absolutely not acceptable to us. 

Divisional Offices and Head Post Offices say we have no instructions from above. This is illogical and not understandable because then how come the Banks could pay earlier? 

All our CHQ Office Bearers, State Secretaries, General Convenors of State AIPRPA are requested to inform all Districts and Divisions to successfully hold the above protest demonstration on 12.01.2015.


All are requested to send their reports and photos about holding the programme to CHQ.

This is important – We cannot allow repeated delays of this nature to Pensioners – Arise, Mobilise, and Agitate on 12.01.2015.

Sub: Request for causing immediate endorsement orders of Ministry of Pension & Pensioners Welfare on enhanced FMA w.e.f. 19.11.2014 – regarding.

Madam,

You may be aware of the fact that the Government had enhanced the quantum of Fixed Medical Allowance to Pensioners not covered under CGHS from 300/- to 500/- per month from 19.11.2014 vide its order No. 4/25/2008-P&PW(D) dated 19.11.2014.

The above orders of the Ministry of Personnel, Public Grievances & Pensions (Department of Pension & Pensioners Welfare) require to be endorsed by the Department of Posts for facilitating payment of enhanced FMA with effect from 19.11.2014 to Postal Pensioners.

There seems to be an  undue delay in endorsing the above orders by the Postal Directorate and even after the lapse of more than a month from the issue of orders by the Pension & Pensioners Welfare Department, the Postal Department has not yet endorsed it. This undue delay is causing huge concern and agony to thousands of Postal Pensioners.

The CHQ of the  All India Postal & RMS Pensioners Association seeks your kind intervention for causing the immediate release of endorsement orders.
