Kottayam District Convention (Kerala)  of AIPRPA held on 17th December 2014. Pensioners Day celebrated and District Committee formed with Comrade Thomas Pothen Ex - Circle President of AIPEU Group-C as President and Comrade B. Purushothaman Ex - Circle Vice President P3 as District Secretary. Com M. Krishnan, Ex - Secretary General, NFPE attended as the Chief  Guest and delivered keynote address.

Sub: Request for causing immediate endorsement orders of Ministry of Pension & Pensioners Welfare on enhanced FMA w.e.f. 19.11.2014 – regarding.

Madam,

You may be aware of the fact that the Government had enhanced the quantum of Fixed Medical Allowance to Pensioners not covered under CGHS from 300/- to 500/- per month from 19.11.2014 vide its order No. 4/25/2008-P&PW(D) dated 19.11.2014.

The above orders of the Ministry of Personnel, Public Grievances & Pensions (Department of Pension & Pensioners Welfare) require to be endorsed by the Department of Posts for facilitating payment of enhanced FMA with effect from 19.11.2014 to Postal Pensioners.

There seems to be an  undue delay in endorsing the above orders by the Postal Directorate and even after the lapse of more than a month from the issue of orders by the Pension & Pensioners Welfare Department, the Postal Department has not yet endorsed it. This undue delay is causing huge concern and agony to thousands of Postal Pensioners.

The CHQ of the  All India Postal & RMS Pensioners Association seeks your kind intervention for causing the immediate release of endorsement orders.

Dear Comrades,

Wish you Happy New Year 2015.

BCPC is organising a National Convention of Pensioners Organisations to be held on 15th February 2015 at Nagpur to finalize a Charter of Demands and decide a Programme of Action for realization of these demands.

The Convention has been called following the National Convention of Central Government Employees Organizations participating in the JCM held on 11.12.2014 which has finalized the following charter of Demands (some of which have been raised by C.G. Pensioners Organizations as well) and have decided to go ahead with agitational programme of action culminating in an indefinite strike, if the Government does not settle these demands.

Declaration adopted by the said National Convention is reproduced in NCCPA website (www.nccpahq.blogspot.in) and may be down loaded. However, the Charter of Demands & Programme of Action adopted by the said National Convention are reproduced below:-

Charter of demands.


1.      Effect wage revision of Central Government employees from 1.12014 accepting the memorandum of the staff side JCM; ensure 5-year wage revision in future; grant interim relief and merger of 100% of DA. Ensure submission of the 7th CPC report with the stipulated time frame
of 18 months; include Grameen Dak Sewaks within the ambit of the 7th CPC.  Settle all anomalies of the 6th CPC.


2.      No privatisation, PPP or FDI in Railways and Defence Establishments and no corporatisation of postal services;


3.      No Ban on recruitment/creation of post.


4.      Scrap PFRDA Act and re-introduce the defined benefit statutory pension scheme.


5.      No outsourcing; contractorisation, privatisation of governmental functions; withdraw the proposed move to close down the Printing Presses; the Publication, Form Store and Stationery department and Medical Stores Depots; regularise the existing daily rated/casual and contract workers and absorption of trained apprentices;


6.      Revive the JCM functioning at all levels as an effective negotiating forum for settlement of the demands of the CGEs.


7.      Remove the arbitrary ceiling on compassionate appointments.


8.      No labour reforms which are inimical to the interest of the workers.


9.      Remove the Bonus ceiling;


10.     Ensure five promotions in the service career.

 

PROGRAMME OF ACTION:

 


1.      Organize State/District/Divisional level Joint convention to popularize the declaration before and
4 February, 2015.


2.      To organize massive dharna/rally at all State Capital/major Defence centers jointly by all the participating Unions in March, 2015.


3.      To organize campaign fortnight throughout the country in the first two weeks of April, 2015.


4.      To organize Rally before the Parliament house in the month of April when the house will be in budget session to declare the date for the commencement of the indefinite strike action and the programme and
date of serving strike notice.


You are requested to take organizational decision to join this convention to be held at Nagpur on
15th February 2015.



Please inform me about the decision taken by your Organization as also the list of delegates who would be attending this convention, latest by
15th January 2015.

IMPORTANT CIRCULAR

FORMATION OF BRANCHES OF ALL INDIA POSTAL AND RMS PENSIONERS ASSOCIATION (AIPRPA) IN ALL DIVISIONS/DISTRICTS AND CIRCLES

Dear Comrades,

As you are aware the All India Postal and RMS Pensioners Association (AIPRPA) formed at the All India level and its first All India Conference was held in Vellore (Tamilnadu). Com. D. K. Rahate, Ex-All India  President, NFPE and Com. K. Ragavendran, Ex-Secretary General, NFPE are elected as the President and General Secretary of the new organisation. Out of 22 Circles, circle bodies (state Committee) are already formed in 18 circles and the process of formation of Divisional/District committees is going in full swing.

AIPRPA is formed as per the decision of the NFPE Federal Council (highest policy decision making body of NFPE) held at Hyderabad in June 2013. It is the duty of all Circle/Divisional Unions to take initiative to form the Branches of AIPRPA at Circle/Divisional/District levels. (either Divisional level or District level committee may be formed as per the convenience. Postal and RMS pensioners residing in the Division/District may be enrolled as members of AIPRPA)

NFPE CHQ hereby instruct all Circle/Divisional Secretaries of NFPE (P-3, P4, R-3,R-4, Administrative, Postal Accounts, SBCO, Civil wing and GDS) to form Divisional/Circle level committees of AIPRPA in all Divisions/Districts/Circles before 31.03.2015. This decision of NFPE is applicable to all circles and divisions and there is no exemption to any circle or Division.

As a first step for formation of Divisional Units, a meeting of the Postal/RMS Pensioners may be convened by sending notice to the house address of all Postal & RMS Pensioners residing in the Division and in that meeting an adhoc committee with a President and Convenor may be elected. Notice for the first convention is to be issued by the Divisional Secretaries of NFPE unions jointly. Thereafter the adhoc committee shall issue notice for Divisional/District Conference later and elect a full fledged body.

Central Government Employees marching towards a united indefinite strike

ALL FEDERATIONS OF JCM National Council  ORGANISATIONS
HOLD NATIONAL CONVENTION
AT NEW DELHI ON 11.12.2014

All Federations and Trade Union Organisations in the NC JCM have jointly held a National Convention at New Delhi today.

A presidium of leadership including Comrade Shiv Gopal Mishra (AIRF); M.Raghavaiah (NFIR); and National Presidents of various Federations like AIRF, NFIR, AIDEF, INDWF, NFPE, FNPO conducted the Convention. All General Secretaries and Secretaries General of JCM National Council Constituents and Secretary General and President of the Confederation of CG Employees were on the dais.

A declaration was unanimously adopted on a 10 Point Charter and a Programme Action from the month of January to April to culminate in a Parliament March by the entirety of CG Employees that shall declare the commencement of an indefinite strike. The Charter includes important issues like IR, DA Merger, Date of Effect of CPC from 1.1.2014, GDS issues to be under the purview of 7th CPC, No privatisation or PPP in Railways, Defence and Postal Services, Cancellation of PFRDA, No anti-worker labour laws, Five Promotions to CG Employees etc. 

The above declaration was placed before the convention by Comrade Shiv Gopal Mishra (AIRF GS and Staff Side Secretary NC JCM) and all leaders participated in discussion and endorsed the declaration including Comrades S.K.Vyas; M.Krishnan; R.N.Parashar; and Giriraj Singh. Presidents and General Secretaries of AIRF, NFIR, INDWF, AIDEF in addition to NFPE & FNPO took part in the discussion. Comrade K.K.N.Kutty President Confederation summed up the debate and then the declaration was unanimously adopted.

The Convention formed a Joint Council of Action headed by Comrade M.Raghavaiah as President and Comrade Shiv Gopal Mishra as the Convenor.

The Convention was attended by more than 1000 Delegates.


A IPRPA was represented in the Convention by more than 15 representatives including the General Secretary and many CHQ Office Bearers.

D.S.Nakara who fought heroically after his retirement for justice to all pensioners


Pensioners can never forget 17th December. It was on this day in the year 1982 that the historic judgment by the constitutional bench headed by the Chief Justice Chandrachud in the famous case filed by Nakara was delivered to up hold the fundamental right of pension by the Pensioners.

The judgment had categorically ruled that “ (i) that pension is neither a bounty nor a matter of grace depending upon the sweet will of the employer and that it create a vested right subject to 1972 rules which are statutory in character because they are enacted in exercise of powers conferred by the proviso to Art.309 and clause (5) of Art.148 of the constitution; (ii) that pension is not an ex-gratia payment but it is a payment for the past service rendered and (iii) it is a social welfare measure rendering socio-economic justice to those who in the heyday of their life ceaselessly toiled for the employer on an assurance that in their old age they would not be left in lurch ’’

Incidentally Shri.Nakara who was born in the year 1914 and entered in Government Service in the year 1937 and retired in the year 1972 went to court and fought heroically for ten long years to get the above historic judgment in the year 1982 had passed away in the year 2009 at his age of 96. This year being the centenary year of his birth, it is appropriate to celebrate his centenary of birth along with the Pensioners Day on 17-12-2014 as the Day of “ Pensioners Day – Senior Citizens Day – and Centenary year of Birth of Nakara”.

AIPRPA CHQ Calls upon all Postal Pensioners to forge unity with other Pensioners everywhere and celebrate 17-12-2014 in a befitting manner. If you have a District or Divisional Branch of AIPRPA or not, the CHQ calls upon the Postal Pensioners to observe the day and remember Nakara to take the pledge to fight continuously until the Government is forced to withdraw the PFRDA and uphold the right to pension to all  Pensioners of Central Government and other pensioners. Moreover let us stand for the grant of Universal Pension to all Senior Citizens in the world and in our country.

12 CENTRAL TRADE UNIONS AND INDEPENDENT FEDERATIONS HOLD PARLIAMENT MARCH IN DELHI

ALL CENTRAL TRADE UNIONS CAME TOGETHER

LAUNCHED RALLIES IN STATE CAPITALS ALL OVER INDIA ON 5.12.2014 

WORKERS OF DELHI & NCR AREA HOLD MASSIVE PARLIAMENT MARCH IN NEW DELHI IN WHICH ALL CENTRAL TRADE UNION LEADERS ADDRESSED

Thousands of workers from all walks of life representing 12 Central Trade Unions and numerous independent Federations of Central Government employees, State Government Employees Federation, Public Sector Unions participated in the Parliament March on 5.12.2014. All India leaders of Central Trade Unions addressed the gathering attacking the anti-labour reforms introduced by Modi Government. Similar rallies and demonstrations were held all over the country today in all State Capitals. The 10 Point Charter of demands included issues covering labour rights as well as economic issues like 15,000/-minimum wages to all unorganised employees. 

Many Postal Pensioners belonging to AIPRPA in Delhi and surrounding states participated in the rally along with the CG Employees and Postal Employees.
