UNILATERAL & RETROGRADE TERMS OF REFERENCE FOR 7th CPC





7th CPC TERMS OF REFEREMCE MOST REGROGRADE AND REACTIONARY



* Need Based Minimum Wage based on 15th ILC Norms not included in the Terms.
* No reference about the DA Merger and Interim Relief
* No reflection of Staff Side demand on Date of Effect from 01.01.2014.
* 3 Lakhs of GDS of Postal Department not included in the ambit of Pay Commission.
* No reference about the parity of pension between the past and the present pensioners.
* Post 1.1.2004 appointees categorically excluded.
* Most of the items of terms of reference are just repetition of 6th CPC terms!
* Most retrograde and reactionary and should be unacceptable to the Staff Side.


AIPRPA Condemns the attitude of the Government in coining the Terms of Reference  without subjecting them for a final consultation with the Staff Side.

AIPRPA condemns the approach of Government in finalising the Terms of Reference without any opportunity to any Pensioners Organisation on at least on Pension related issue.

The Terms of Reference as finalised and approved by the Government as per the PIB information is furnished below:



7th Central Pay Commission


The Union Cabinet today gave its approval to the Terms of Reference of 7th Central Pay Commission (CPC) as follows:-


a)      To examine, review, evolve and recommend changes that are desirable and feasible regarding the principles that should govern the emoluments structure including pay, allowances and other facilities/benefits, in cash or kind, having regard to rationalization and simplification therein as well as the specialized needs of various Departments, agencies and services, in respect of the following categories of employees:-


i.          Central Government employees-industrial and non-industrial;
ii.         Personnel belonging to the All India Services;
iii.        Personnel of the Union Territories;
iv.        Officers  and   employees   of  the   Indian  Audit  and   Accounts Department;
v.         Members of regulatory bodies (excluding the Reserve Bank of India) set up under Acts of Parliament; and
vi.        Officers and employees of the Supreme Court.


b)      To examine, review, evolve and recommend changes that are desirable and feasible regarding principles that should govern the emoluments structure, concessions and facilities/benefits, in cash or kind, as well as retirement benefits of personnel belonging to the Defence Forces, having regard to historical and traditional parities, with due emphasis on aspects unique to these personnel.


c)      To work out the framework for an emoluments structure linked with the need to attract the most suitable talent to Government service, promote efficiency, accountability and responsibility in the work culture, and foster excellence in the public governance system to respond to complex challenges of modern administration and rapid political, social, economic and technological changes, with due regard to expectations of stakeholders, and to recommend appropriate training and capacity building through a competency based framework.


d)     To examine the existing schemes of payment of bonus, keeping in view, among other things, its bearing upon performance and productivity and make recommendations on the general principles, financial parameters and conditions for an appropriate incentive scheme to reward excellence in productivity, performance and integrity.


e)      To review the variety of existing    allowances presently available to employees in addition to pay and suggest their rationalization and simplification, with a view to ensuring that the pay structure is so designed as to take these into account.


f)       To examine the principles which should govern the structure of pension and other retirement benefits, including revision of pension in the case of employees who have retired prior to the date of effect of these recommendations, keeping in view that retirement benefits of all Central Government employees appointed on and after 01.01.2004 are covered by the New Pension Scheme (NPS).


g)      To make recommendations on the above, keeping in view:


i.          the economic conditions in the country  and need for fiscal prudence;
ii.         the need to ensure that adequate resources are available for developmental expenditures and welfare measures;
iii.        the likely impact of the recommendations on the finances of the State Governments, which usually adopt the recommendations with some modifications;
iv.        the prevailing emolument structure and retirement benefits available to employees of Central Public Sector Undertakings; and
v.          the best global practices and their adaptability and relevance in Indian conditions.


h)      To recommend the date of effect of its recommendations on all the above.


The Commission will make its recommendations within 18 months of the date of its constitution.  It may consider, if necessary, sending interim reports on any of the matters as and when the recommendations are finalised.


The decision will result in the benefit of improved pay and allowances as well as rationalization of the pay structure in case of Central Government employees and other employees included in the scope of the 7th Central Pay Commission.

Central Pay Commissions are periodically constituted to go into various issues of emoluments’ structure, retirement benefits and other service conditions of Central Government employees and to make recommendations on the changes required.

ANNUAL GENERAL BODY  MEETING OF BCPC





HELD  AT NEW DELHI ON 22,02.2014



The Annual General Body of Bharath Central Pensioners Confederation [BCPC] was held today under the chairmanship of Comrade S.C.Maheswari President of BCPC as well as the Secretary General of Bharath Pensioners Samaj [BPS]. Comrade S.K.Vyas the Secretary General of BCPC placed a report for the consideration of the Governing Council and the same was unanimously adopted by the Council. As per the review there were 33 Pensioners Organisations affiliated to BCPC and out of which 25 have renewed their affiliation. Four Associations have newly affiliated with BCPC including our All India Postal & RMS Pensioners Association. As on date there are 29 affiliated Pensioners Associations in the BCPC.
It has been decided by the Annual GB to constitute a Sub-Committee for writing the Memorandum to be submitted to the 7th CPC on the demands of Pensioners. The Sub-Committee will be formed with all Pensioners Organisations after approaching all of them. The President and Secretary General viz., Comrades S.C.Maheswari and S.K.Vyas will be in the sub-committee on behalf of the BCPC. The affiliated Pensioners Organisations will submit their view points to the Secretary General for incorporating in the memorandum. The draft will be subsequently placed for consideration of all organisations. Attempts will be made to enlist the unity of all Pensioners Organisations so that a single common memorandum goes before the Pay Commission on common issues.


A new list of Office Bearers to the BCPC has been unanimously elected in the AGB. Comrade S.C.Maheswari of Bharat Pensioners Samaj [BPS] is elected as the Chairman and Comrade S.K.Vyas of NCCPA is elected as the Secretary General. Among others Comrade R.L.Bhattacharjee of NCCPA is elected as Vice Chairman; Comrade VAN.Namboodiri [BSNL /DOT Pensioners Association], Comrade K.Ragavendran [AIPRPA], Comrade D.D.Singh [AIPRPA – Agra] are elected as the Deputy Secretary Generals. Full list of Office Bearers will be placed in the website soon.



It was unanimously decided to participate in the 24.02.2014 Pensioners Dharna at Jantar Mantar by all participating organisations.

Comrades coming by train to Chennai Central Station are requested to contact Central Station RMS – Comrade R.Santhanam Divisional Secretary and Assistant Circle Secretary NFPE R4 [Mobile No: 9444711693] may be contacted – RMS comrades will help for keeping the luggage at Central Station RMS and taking bath at Central Station RMS and Central Railway Station can be managed. These comrades can keep their luggage in the RMS office itself and reach the venue of Dharna. Comrade Santhanam and other RMS comrades will guide in this matter besides our AIPRPA Chennai Office Bearers.

Comrades coming by train to Chennai Egmore Railway Station are requested to contact Egmore RMS office just outside the main building. Comrade  B.Paranthaman  Assistant Circle Secretary NFPE R4 [Mobile No: 9444280997] may be contacted – Arrangement for taking bath is arranged at nearby SRMU Union Office [Nakkeerar Arangam] – Comrades can keep their luggage in the SRMU office and reach the venue of Dharna. Comrades reaching CMBT Bus Station can reach the venue through city buses going to Triplicane / Anna Square [Bus No: 27B] 
Comrades coming by vans and other private vehicles may reach the venue and after dropping the comrades the vans may have to either park at Chepauk area or in the beach area.

Dharna Venue is Government Guest House [அரசு விருந்தினர் மாளிகை]

The venue is just within 2-1/2 kilometers from both Central and Egmore Railway Stations.

Buses going to Triplicane will touch the venue area – Name of the bus stop is "Bells Road" or "Chepauk Cricket Stadium".

Autos are plenty and they nowadays go by meter only. The meter charge will not fall above 40/-.

Water packets are arranged to some extent by the organising committee but it will be better that our comrades keep a bottle of water with them while going to the venue of dharna.

There may not be shamina to protect against the sun as the Police do not allow any erecting pandal or shamiana. If comrades bring an umbrella it may be highly helpful. Due to summer starting it has been decided to close the dharna before 1.30 Noon.

 

It is our responsibility to build a powerful joint movement of all pensioners in our state as well as in our country. Let us participate with enthusiasm and commitment.

CG EMPLOYEES STRIKE FEBRUARY 12-13 HOLD SOLIDARITY DEMONSTRATIONS

Government not came forward to negotiate!

This shows Government’s intention of framing terms of reference to 7th CPC on its own terms!

This means Government no labour representative in Pay Commission!

This also means no conceding of 1.1.2014 as date of effect!

This also means no commitment on DA Merger and Interim Relief!

The Department of Posts held talks with Postal JCA on Postal related demands but not came forward to concede the major demand of including GDS in the 7th Pay Commission purview!

The Strike is on!

CG Employees under the banner of Confederation go on two-day strike on 12th and 13th February.

AIPRPA calls upon all Postal Pensioners hold solidarity demonstrations  and send Savingram  / E-Post / Fax  to Hon’ble Prime  Minister of India urging settlement of issues.

Comrade GOPU GOVINDARAJAN PASSED AWAY



Comrade Gopu Govindarajan who became Circle Secretary of NFPE P4 Tamilnadu Circle quite recently on  24.10.2013  and who stole the hearts of thousands of employees through his dedicated services to postal workers in particular had passed away on 7.2.2014 night. He had a massive stroke on the night of 6.2.2014 and admitted in hospital. After unsuccessful treatment he was shifted to MIOT hospital. He, who fought many successful battles during his trade union career, battled unsuccessfully against the stroke and succumbed. He died without regaining his consciousness in hospital ICU ward. A warrior is thus no more among us.

As a ED Employee he entered in postal services.  He started his active union career when he was ED in Chennai City North Division. He was Secretary of local ED branch of P3 North Division and the first ED who attended monthly meetings with SSPOs North Division. He led many struggles for ED along with P3 North Divisional Union. Joined P4 as an Office Bearer with other leading comrades on a compromise reached with Circle Secretary P4 Comrade A.G.Pasupathy by P3 North Divisional Union over formation of ED branches in P3 in Chennai city. Subsequently he was promoted to Postman cadre and became Branch Secretary of Ayanavaram P4 Branch Union as well as a Divisional Office Bearer  of North Division. He got transferred to City South Division and subsequently was elected as Divisional Secretary of Chennai City South Division. He was elected as Assistant Circle Secretary and later at Indore AIC as All India Organising Secretary. He filled the long vacuum existed in P4 Circle Union due to organisational dispute in his capacity as a CHQ Office Bearer and finally became Circle Secretary himself in the CWC Meeting held at Madurai on 24th October 2013.  Played a heroic role since 1984 ED Strike and led all strikes and died amidst his intensive activities of organising another strike call Confederation of of CG Employees on February 12-13, 2014.

A humanist, A bold trade union worker, A stead-fast fighter, A fine Organizer, A quick-witted and humorous orator, A good negotiator with Officers, A tireless activist, A friendly person to all including adversaries, A believer of socialistic principles, A great cadre Comrade Gopu Govindarajan is no more. Hundreds of comrades, friends and relatives bid farewell to him yesterday evening and his mortal remains were put to electro flames at about 06.00 P.M.
