Sub: Empanelment of AIIMS In Ranga Reddy District Telengana, Mangalagiri, Guntur District in Andhra Pradesh.

              As part of the scheme to bring super speciality hospital facilities to  all States of the country, the Government had set up AIIMS in Andhra Pradesh and Telengana.  In Telengana it is located in Ranga Reddy District and in Mangalagiri , Guntur District in A.P.  Both these hospitals have come of standard and have started functioning.  They have also become much sought after hospitals in these two States.  No doubt, the pressure on AIIMS Delhi has eased due to this step taken by the Government. 

 

              However, these hospitals have not yet been empanelled by the CGHS for treatment of the beneficiaries.  An urgent need has now come about due to the corona pandemic which has put pressure on all hospitals especially those in Government sector .  The beneficiaries in both the States have expressed their desire that these two AIIMS be empanelled.

 

              We, therefore, request you to kindly give necessary directions  to empanel the above mentioned two AIIMS as recognised hospitals for treatment of CGHS beneficiaries.  Since these hospitals are in Government sector and the rate they charge for different treatment procedures being on par with the AIIMS Delhi, we hope that the recognition of these hospitals may not pose any difficulty.

Kindly refer to the telephonic conversation we had yesterday .  As I told you, we are getting frantic calls from our senior comrades over the non payment of DR/DA and other covid related issues.  They are apprehensive of the Government further freezing the DA/DR and ultimately denying the payment of DA itself in future  Given the hollowness of the assurances held out by the bureaucrats on many previous  occasions,  we have reason to believe that the said apprehension is not totally misplaced.  They are of the opinion that a united action programme, howsoever simple it is, must be organised by the working employees and the pensioners together to highlight some of the pressing issues.  The National JCA which we had formed in the wake of the 7th CPC  wage revision, will be the best suited platform for organising such an action.  Fairly almost all Federations of CGEs have representation in that set up .  The Pensioners Associations in the country have all followed the decision of the NJCA.  In the circumstances, it would be appropriate that you may convene a meeting of the NJCA through any virtual platform so that consultation with all concerned could be conducted and appropriate decisions taken.  I give hereunder some of the issues, which we might highlight for immediate resolution for an all out settlement of the earlier charter of demands appears to be a distant possibility. 

 

1.       Payment of DA/DR to all employees and pensioners with arrears; immediate issuance of the requisite orders.

2.       Implementation of the supreme court decisions considering them as decision  in ram especially in the following cases:

(a)    Notional increment for those who have completed one year piror to retirement I,.e. on 30th June and 31st December.

(b)    To give effect to the MACP scheme from 1.1.2006, which had already been done in the case of armed personnel;

(c)     Any other such decisions of the supreme court, which have already been subjected to discussions at the Standing Committee.

3.       Include the Central Government employees in the priority list of covid vaccination as they are required to discharge official functions even during the period of lock out.

4.       Declare all CGHS dispensaries/Wellness centres, Railways hospitals and dispensaries as vaccination centre where the Central Government will provide the vaccines;

5.       Payment of compensation (not less than 10 lakhs) to all those who died of covid. (The BSNL management has already taken such a decision in the matter)

6.       Provide compassionate appointments to the wards of all CG employees, who died since November, 2019 without adhering to the illogical ceiling of 5%

7.       Evolve a health insurance scheme for all employees and pensioners to cover up all pensioners, who are outside the ambit of CGHS;

8.       Take steps to revive all PSUs which are either closed down or privatised, which are capable of manufacturing vaccine in the background of the acute shortage as also the oxygen units

9.       Provide full wages to all workers who are engaged on daily rated basis even for the days they could not attend office due to covid related reasons.

10.   Any other issues which the meeting might consider important and required to be included

Pensioners Post May issue to face delay due to lockdown!

 Pensioners Post - May issue likely to be combined!





The Directorate has issued orders like last year to either combine the issues from April to July to be posted by 31st August or skip the issues as per our convenience. This is due to lockdown imposed in many States. 


Pensioners Post had been despatched up to April issue. From May month issue we have to wait for lifting the lockdown or we will be forced to combine the issues and post only later.

Finance Ministry Order granting relaxation to file!

 Finance Ministry - Department of Revenue - Central Board of Direct Taxes - Issues instructions for postponement of date for submission of Income Tax Returns etc!

The Finance Ministry has released an OM today on 20.05.2021 providing relaxation of dates for different type of transaction like Filing of Returns for the Financial Year 2021-22 because of the COVID-19 Pandemic. The orders are placed hereunder - KR GS




TUI virtual meeting!

 TUI (P&R) Secretaries and Coordinators Video Conference! 


Trade Union International of Pensioners & Retirees Secretaries and coordinators meeting was held on 19.05.2021!




A video conference meeting organized by comrade Quim Boix the GS of Trade Union International (Pensioners & Retirees) was held for nearly 3 1/2 hrs yesterday from 8.00 P.M to 11.30 P.M. TUI President comrade Dimos Koumporis presided. Every participant (total 17) was allotted a time of 10 minutes to brief about their country and region after the presentation of report by the GS. 

It was unanimously decided to (1) extend the time for signature campaign call of TUI up to June 30th to involve more associations; (2) collect more information about pensioners conditions in various countries and the activities of their associations and COVID-19 situation; (3) improve the financial condition of TUI etc.

Comrade K.Ragavendran Coordinator Asia presented his report also.Full report will be placed after the receipt of circular from the GS comrade Quim Boix.

AIPRPA CHQ HELD ITS CMC MEETING TODAY IN ZOOM

 

CMC Meeting of AIPRPA CHQ



On 11.05.2021 at 3.00 P.M the virtual meeting of CMC of AIPRPA CHQ was held under the presidentship of CHQ Vice President Comrade B.M.Sunda. A written note was already circulated to all the CMC Members by the General Secretary for facilitating a discussion on all items of agenda notified.

After the homage to all departed CHQ leaders including Comrades M.Krishnan (Executive Committee Member & former SG NFPE and Confederation); T.Narasimhan (Vice President AIPRPA and President of AITUC Telangana); Y.Nagabhushanam (AP State GS AIPRPA); T.P.Mishra (Founder State GS of U.P and President of the State Association); N.K.Vashist (President of Delhi State Association); U.S.Sharma (leader of AIPRPA and former CS P3 Jharkhand); Masthan Rao (Treasurer AP State AIPRPA); Mehaboob Khan (Nellore District Secretary AIPRPA) and many members of AIPRPA and other organizations, the CMC started deliberations on other items of agenda.

After the General Secretary initiating discussion based on the written report and all State General Secretaries and CMC Members deliberated on it, the following decisions have been taken unanimously:

1)      The AIC as well as State Conferences and District / Divisional Conferences of AIPRPA shall be postponed until normalcy and end of Corona pandemic.

2)      All CMC Members shall send emails to CHQ on issues pending at their state level like Induction training inclusion for TBOP/BCR; Upgraded pay from 1.1.1996 to Postman/Mailguard including TBOP/BCR cadres; CHGS related problems etc., for taking appropriate action by the CHQ.

3)      On DA/DR unfreezing from 1.7.2021, the CHQ shall organize a email campaign in the month of June 2021 to the Honourable Prime Minister requesting him to cause to end the freeze. The CHQ also is directed to inform the JCM Staff Side and NCCPA leadership to explore the possibility of organizing a campaign on this issue in the month of June in the form of sending emails etc to the Government. The CHQ will request the NCCPA to explore the possibility of moving the court in the background of stand of the Supreme Court in the case involving the Andhra State Government on the issue of freezing of salary and DA/DP.

4)      A resolution was adopted urging the Central Government to ensure quick vaccination to all population at free of cost to protect from COVID-19. It was also decided to request the Government to include the CGHS Wellness Centres as vaccination centres.

5)      A letter will be written by CHQ on the issue of non-circulation of several OMs in the Chhattisgarh State by the administration resulting in denial of implementation of several orders issued by the Directorate.
