NFPTE Day Zindabad!

 NFPTE - An organization inspiring thousands!

National Federation of P&T Employees was really a historic organization founded on 24th November 1954! The plan of realignment proposed by Union Government to dilute the militancy of UPTW and Postman union was used to unite all workers of P&T with retention of militancy! Many leaders of NFPTE were legends and we were lucky to be led by those historic leaders. NFPTE naturally was the vanguard of CG employees movement and its basic role in foundation of Confederation of CG Employees and Workers in 1956 cannot be forgotten by any of us! Many struggles launched by NFPTE were historic! Though divided into two segments, the legacy of militant movement of NFPTE and its former militant and revolutionary UPTW & Postman Union as well as the fathers of P&T TU movement Babu Tarapada Mukherjee and Henry Parton was not compromised by us even today! Long live the memory of NFPTE! - KR GS AIPRPA

The mailing list is being finalised and comrades who missed the copies are once again requested to inform the month in which they missed the copy! We will send the missed copy along with November issue; but we request that let those comrades take the precaution to watch and receive the copies by telling the Postman in advance!

All are reminded once again to enroll annual subscriptions from all Office Bearers of State and District / Divisions and all Active Comrades!

CMC Decisions in English and Hindi

 

Important Decisions of the Central Managing Committee Meeting of AIRPA held on 18.11.2021 in Zoom App



The meeting of AIPRPA CMC presided over by the CHQ President Comrade D.K.Rahate and inaugurated by the CHQ Advisor Comrade C.C.Pillai was held today evening. 

 The meeting took the following important decisions after a thorough discussion on all items of Agenda based on the Notice and the Report of the General Secretary:

 1.  All State General Secretaries will send an email before 10th of every month about the organizational functioning and the status of the problems experienced by the members of the respective State. This will enable the CHQ to represent issues to the Authorities if needed and can transfer the gist of the functioning to Pensioners Post.

 2.   17.12.2021 National Pensioners Day will be observed and appropriate programme will be organized in the forenoon by all States and Districts. All will attend the Zoom Virtual Webinar in the evening organized by the CHQ in which the representative of COMMON CAUSE NGO and leaders like Comrades KKN.Kutty (SG NCCPA) and K.G.Jayaraj (GS AIBDPA) will address. The CHQ Webinar will be presided over by the President Comrade D.K.Rahate in the august presence of CHQ Advisor Comrade C.C.Pillai.

 3.   AIPRPA CHQ will discuss with the NCCPA Secretary General regarding filing a court case against the Government for not releasing the impounded Dearness Relief of eighteen months.  First priority is to file the case on  behalf of NCCPA as this is a common issue for all CG Pensioners.

 4.  Dearness Relief payment during the month is possible and feasible as demonstrated by some States. The CHQ has already intervened. The intervention will be continued to demand payment of entire arrears during the month of November itself instead of drawing along with November Pension.

 5.   For Pensioners Post journal, all office bearers of the State and Districts / Divisions should be enrolled as annual subscribers. The CHQ will try to issue another Quarterly Hindi Journal for the benefit of North Indian members. The conversion of Pensioners Post into bilingual issue of English and Hindi will also be explored but permission from RNI is a must for it.

 6.  All Districts / Divisions shall remit due quota from their branches as per the total members every year and as per the byelaws. To ascertain the amount of quota remitted by each District / Division and to guide the Districts/Divisions on issues,  the State General Secretaries should be made one of the Administrative Members of the WhatsApp Group administered by the Districts / Divisions. Appropriate decision in this regard was already taken in one of the CMC Meetings.

7.  Holding the All India Conference by video conference will not be correct. Kerala Comrades can discuss within their State leaders and plan to host the AIC in the month of June 2022. The Kerala State will communicate the decision to CHQ by 20th December, 2021.

 8. CGHS issues like Hospitals going out of empanelled list of CGHS due to low rates fixed as early as in 2014 etc are already taken up by the NCCPA. Other issues of experienced by our States can be taken up by the CHQ. Issues like non-sanction of medical bills since 2020 will also be taken up by the CHQ as the reimbursement of admissible amount has to be time bound. Areas covered by the CGHS wellness centres are normally 5 K.M radius only unless areas marked by the Additional Director CGHS. FMA shall be paid to Pensioners outside the radius. The CHQ will intervene in such issues pending as in Madhya Pradesh if either the demarcation is not done by the Additional Director or the demarcation was made unscientific.

 9.   CHQ will discuss with the State GS of Meghalaya State and take up the issues with the appropriate Authorities.

 10.CHQ will write to Member (P) on the issue of oral instructions given by DPA Ranchi against sanction of provisional pension to retiring officials until PPO is issued by it despite the State Association representing the problem to Circle Authorities

 11. CHQ will email to DoP on holding of periodical Pension Adalat with clear guidelines on the participation of Pension Association representatives; Issue of Service Book copy to retiring officials; and on advancing the TBOP/BCR by taking the induction training as service within a time frame.

 12.AIPRPA CHQ will, as usual, approach the Rajasthan CGPA which is represented in the SCOVA to focus issues in that forum.

 एआईपीआरपीए सीएमसी की बैठक की अध्यक्षता सीएचक्यू अध्यक्ष कॉमरेड डी.के.


 बैठक में नोटिस और महासचिव की रिपोर्ट के आधार पर एजेंडा के सभी मदों पर गहन चर्चा के बाद निम्नलिखित महत्वपूर्ण निर्णय लिए गए:


 1. सभी राज्य महासचिव प्रत्येक माह की 10 तारीख से पहले संगठनात्मक कामकाज और संबंधित राज्य के सदस्यों द्वारा अनुभव की जाने वाली समस्याओं की स्थिति के बारे में एक ईमेल भेजेंगे।  यह सीएचक्यू को यदि आवश्यक हो तो अधिकारियों को मुद्दों का प्रतिनिधित्व करने में सक्षम करेगा और कामकाज का सार पेंशनभोगी पोस्ट को स्थानांतरित कर सकता है।


 2. 17.12.2021 राष्ट्रीय पेंशनभोगी दिवस मनाया जाएगा और सभी राज्यों और जिलों द्वारा पूर्वाह्न में उपयुक्त कार्यक्रम का आयोजन किया जाएगा।  सभी शाम को सीएचक्यू द्वारा आयोजित जूम वर्चुअल वेबिनार में भाग लेंगे जिसमें कॉमन कॉज एनजीओ के प्रतिनिधि और कॉमरेड केकेएन.कुट्टी (एसजी एनसीसीपीए) और केजी जयराज (जीएस एआईबीडीपीए) जैसे नेता संबोधित करेंगे।  सीएचक्यू वेबिनार की अध्यक्षता सीएचक्यू सलाहकार कॉमरेड सी.सी.पिल्लई की उपस्थिति में राष्ट्रपति कॉमरेड डी.के.रहते करेंगे।


 3. एआईपीआरपीए सीएचक्यू एनसीसीपीए महासचिव से अठारह माह की जब्त महंगाई राहत जारी नहीं करने पर सरकार के खिलाफ मुकदमा दर्ज करने के संबंध में चर्चा करेगा।  पहली प्राथमिकता एनसीसीपीए की ओर से मामला दर्ज करना है क्योंकि यह सभी सीजी पेंशनभोगियों के लिए एक सामान्य मुद्दा है।


 4. जैसा कि कुछ राज्यों ने प्रदर्शित किया है, महीने के दौरान महंगाई राहत भुगतान संभव और व्यवहार्य है।  सीएचक्यू पहले ही दखल दे चुका है।  नवंबर पेंशन के साथ आहरण के बजाय नवंबर माह के दौरान ही पूरे बकाया के भुगतान की मांग को लेकर हस्तक्षेप जारी रहेगा।


 5. पेंशनभोगी पोस्ट जर्नल के लिए, राज्य और जिलों/मंडलों के सभी पदाधिकारियों को वार्षिक अभिदाताओं के रूप में नामांकित किया जाना चाहिए।  उत्तर भारतीय सदस्यों के लाभ के लिए सीएचक्यू एक और त्रैमासिक हिंदी जर्नल जारी करने का प्रयास करेगा।  पेंशनभोगियों के पद को अंग्रेजी और हिंदी के द्विभाषी अंक में बदलने का भी पता लगाया जाएगा लेकिन इसके लिए आरएनआई से अनुमति जरूरी है।


 6. सभी जिलों/मंडलों को अपनी शाखाओं से प्रत्येक वर्ष और उपनियमों के अनुसार कुल सदस्यों के अनुसार देय कोटा प्रेषित करना होगा।  प्रत्येक जिला/मंडल द्वारा प्रेषित कोटे की राशि का पता लगाने और मुद्दों पर जिलों/मंडलों का मार्गदर्शन करने के लिए, राज्य महासचिवों को जिलों/मंडलों द्वारा प्रशासित व्हाट्सएप ग्रुप के प्रशासनिक सदस्यों में से एक बनाया जाना चाहिए।  इस संबंध में उचित निर्णय पहले ही सीएमसी की एक बैठक में लिया जा चुका है।


 7. अखिल भारतीय सम्मेलन का वीडियो कांफ्रेंसिंग द्वारा आयोजन सही नहीं होगा।  केरल के कामरेड अपने राज्य के नेताओं के भीतर चर्चा कर सकते हैं और जून 2022 के महीने में एआईसी की मेजबानी करने की योजना बना सकते हैं। केरल राज्य 20 दिसंबर, 2021 तक सीएचक्यू को निर्णय के बारे में सूचित करेगा।


 8. सीजीएचएस मुद्दे जैसे सीजीएचएस की पैनलबद्ध सूची से बाहर जाने वाले अस्पताल 2014 की शुरुआत में निर्धारित कम दरों के कारण एनसीसीपीए द्वारा पहले ही उठाए जा चुके हैं।  हमारे राज्यों द्वारा अनुभव किए गए अन्य मुद्दों को सीएचक्यू द्वारा उठाया जा सकता है।  2020 से चिकित्सा बिलों की गैर-स्वीकृति जैसे मुद्दों को भी सीएचक्यू द्वारा उठाया जाएगा क्योंकि स्वीकार्य राशि की प्रतिपूर्ति समयबद्ध होनी चाहिए।  सीजीएचएस वेलनेस सेंटरों द्वारा कवर किए जाने वाले क्षेत्र आम तौर पर केवल 5 किमी के दायरे में होते हैं, जब तक कि अतिरिक्त निदेशक सीजीएचएस द्वारा चिह्नित क्षेत्रों को चिह्नित नहीं किया जाता है।  पेंशनभोगियों को दायरे से बाहर एफएमए का भुगतान किया जाएगा।  यदि अतिरिक्त निदेशक द्वारा सीमांकन नहीं किया गया या सीमांकन को अवैज्ञानिक बनाया गया तो सीएचक्यू मध्य प्रदेश में लंबित ऐसे मुद्दों में हस्तक्षेप करेगा।


 9. सीएचक्यू मेघालय राज्य के राज्य जीएस के साथ चर्चा करेगा और उपयुक्त अधिकारियों के साथ मुद्दों को उठाएगा।


 10. जब तक राज्य संघ ने सर्किल अधिकारियों को समस्या का प्रतिनिधित्व नहीं किया है, तब तक सेवानिवृत्त अधिकारियों को अनंतिम पेंशन की मंजूरी के खिलाफ डीपीए रांची द्वारा दिए गए मौखिक निर्देशों के मुद्दे पर सीएचक्यू सदस्य (पी) को पत्र लिखेगा।


 11. सीएचक्यू पेंशन एसोसिएशन के प्रतिनिधियों की भागीदारी पर स्पष्ट दिशानिर्देशों के साथ आवधिक पेंशन अदालत आयोजित करने पर डाक विभाग को ईमेल करेगा;  सेवानिवृत्त अधिकारियों को सेवा पुस्तिका की प्रति जारी करना;  और एक समय सीमा के भीतर इंडक्शन ट्रेनिंग को सेवा के रूप में लेकर टीबीओपी/बीसीआर को आगे बढ़ाने पर।


 12.एआईपीआरपीए सीएचक्यू, हमेशा की तरह, राजस्थान सीजीपीए से संपर्क करेगा, जो उस फोरम में मुद्दों पर ध्यान केंद्रित करने के लिए स्कोवा में प्रतिनिधित्व करता है।

At the call of NFPE and All India Unions, the Postal Employees and GDS are staging their next programme of action on 9.11.2021. We know that the retrograde OM issued by DoP on 15.09.2021 against many trade union rights is temporarily withdrawn. But the services and employees are under serious threat of attack by a moribund scheme of another privatization in the name of DAK MITRA. There are many other vital issues too. 


The pensioners should forge a strong bond with serving employees by standing with them at the time of their struggles.

International Day Against Poverty!

 

Statement of WFTU on the International Day against Poverty – 17 October



 

” Poverty anywhere is a challenge to prosperity Everywhere” emphasised Philadelphia Declaration WFTU, the class-based Trade Union International declared war against poverty.

• Almost half of the world’s wealth is concentrated in the hands of 1% of the richest population. The wealth of 1% richest people in the world amounts to 11 Trillions $, which is 65 times the total wealth of half of the world’s population.

• The bottom half of the world’s population owns the same as the richest 85 people in the world.

• Seven out of ten people live in countries where economic inequalities have increased over the last three decades.

• In U S the richest 1% captured 95% of the post-financial crisis growth since 2009 while the bottom 90% became poorer.

• The richest 1% increased their share of income in 24 out of 26 countries.

• Children’s death due to malnutrition exceeds 115 mn.

These were some of the findings revealed a few years ago. The inequalities under the capitalist system of development world over has been causing and multiplying the number of those subjected to poverty and suffering untold miseries.

In many countries,” corporates determine the rules, Governments behave as (bad) referees, enacting rules laid by authoritative capitalism. Corporates, MNC’s and NOT elected governments hold the power.

A research finding of the ILO (International Labour Organisation) revealed that half of the workers in the world are not earning enough to lift themselves and their families over the US $ 2 day poverty line. The obvious result is” Greeds of the rich met and Needs of the poor not met “‘ The increasing number of ” working poor ” is inevitably the result of the capitalist path of development. WFTU’s clarion call is against their lop-sided developments.

Major crises have major consequences. Earlier, the threat of Great Depression spurred isolationism, nationalism, facism. The Pandemic affected the poor, middle class, workers and their livelihoods. Countries with dysfunctional states, polarised societies or poor leadership have done badly leaving their citizens and economies exposed and vulnerable. Resultantly poverty increased. Only large companies with deep pockets were able to ride out the storm, with the technology giants gaining most of all as digital interactions became even more important. WFTU’s declared policy opposes this.

The Covid -19 Pandemic right-wing populism, and rising authoritarianism have changed the world for the worse, millions are unemployed. Many face malnutrition. Countries and young unemployed persons all have been disproportionately affected. Deeper social transformation will require organising and mobilising. This has been the call of WFTU constantly in all continents.

The so-called poverty alleviation programme and poverty reduction programmes in many countries remained in paper. More inclusive social protection and sustainable development, adequate and need based food security and income security are needed. The needs of the most vulnerable people, youth workers, migrants, informal sector workers etc to be fought on class-based struggles, WFTU declares.

The climate crisis is a global crisis that exacerbates inequality across countries and within societies. A failure to address the climate crises will impact food security, water supply and the livelihoods of millions of vulnerable workers.

This is thus a social justice issue and a workers organising issue also. We need to build activism in the workers unions and wherever possible build alliances with other progressive social movements.

Migrant labour has been a feature of the development of capitalist economies for several years. The regimes and employer practices have made migrant workers vulnerable. Trade unions have to play a key part in protecting these workers. WFTU’s program had always included the upliftment of migrant workers.

More than 40 % of countries in the world lack full democracy and contribute to substantial economies and political injustice. It is necessary to build transnational solidarity with them. They are denied freedom of Association, Right to organising and collective bargaining. These are paths leading to enormous increase in poverty. In these cases Government is not the solution to our problem. But the Government is the problem; Hence mobilising the people against such retrograde Governments is immense and inevitable. Our class operated organisations should be in the forefront of the struggles

WFTU continues its war against poverty ; Needs of the poor and proletariat will have to be met by all means. Sustained struggles change such governments whose policies perpetuate poverty. We renew our call to the world working class and the Toiling masses to stand as one giant force to eliminate poverty. Struggle, continuous struggle and militant struggles to eliminate poverty and eliminate such programa of the capitalists and Governments which exploit man by man and urge upon the world bodies of the United Nations, International labour Organisation to strive towards achieving Eradication of poverty.

Today is the 76th year of birth of the World Federation of Trade Unions. WFTU is a class conscious and militant trade union centre functioning in all continents of the world. TUI (P&R) is one of its wings. WFTU has formed sectoral Trade Union International bodies. Every year the foundation day of WFTU is observed world wide and this year 2021 is being observed with the call "Dignified Life for workers and the peoples around the world".
AIPRPA CHQ calls upon all our States / Districts / Divisions / and Members to join in solidarity with Trade Unions to strengthen the programmes organised by various trade unions - KR GS AIPRPA-

to all comrades who bravely organised programmes in Districts on 1st October at the call of TUI!
It was seen and comrades deserve high appreciations who bravely organized programmes of Street Demonstrations, Hall meetings, Gatherings, Webinars or Seminars as per local conditions.
Photos placed in groups were collected and selective photos were forwarded to TUI (P&R) also. However, Districts who could not plàce photos on 1.10.2021 are requested to post them so that these photos also can be sent to our International Body.
CHQ may not be wrong to request those States and Districts to inform the reasons of their inability to organize any programmes. Especially in the background that propaganda about the importance of the DAY was being made repeatedly through social medias by the CHQ for weeks if not months! -
