International Day of Fight for Pensioners!

TUI P&R Call for International Day!


As already resolved by the NCCPA and endorsed by the 2nd AIC of AIPRPA the call of Trade Union International (Pensioners & Retired) is coming up on 1.10.2017. The day is to be observed as "International Day of Fight for Pensioners". The rank and file District / Divisional Associations are requested to observe the programme with other NCCPA affiliates jointly wherever feasible. Already the CHQ is informed that several District / Divisions are in preparations for holding the demonstrations etc on 1.10.2017. In Cities like Chennai the day is going to be observed on 3.10.2017 jointly by the State COC of Central, State Government and Public Sector Pensioners Associations and in several other districts on 1.10.2017.
It is our task to observe the day in a befitting manner!

Dearness Relief order released by Pension Ministry! 



It is only 1% but however the Orders are released for Dearness Relief! Order of MoP&PW placed in pensioners portal website is No.42/15/2016-P&PW(G) dated 28.09.2017. Our comrades are once again reminded that as per the standing instructions of Postal Directorate, there is no need for endorsement by DoP. DR payment can be effected just by downloading the Pension Ministry orders - KR GS AIPRPA

Pensioners Programmes in October & November 2017



1) 1.10.2017: Observe 'International Day of Fight for Pensioners' at the call of TUI P&R. NCCPA & AIPRPA CHQ endorsed the call. Unite with other affiliates if NCCPA and observe. In Tamilnadu observe along with Pensioners associations under 'State COC of Central, State Government and Public Sector Pensioners Associations.

2) 5.10.2017 to 10.10.2017: Hold Demonstrations in front of HPOs or Divisional Offices for Postal Pensioners Demands including early implementation of 12.05.2017 orders for refixation of pension to Pre-2016 pensioners.

3) Hold state level Dharna in front of office of GM Finance or DAP or CPMG as per convenience for the above demands.

4) Join NCCPA Dharna at Jantar Mantar New Delhi on 25.10.2017 for CG Pensioners issues including for Option Number 1. Bring pensioners as per quota allotted to each circle already.

5) Three days Dharna at New Delhi by Central Trade Unions and independent Federations including Confederation from 8-10 November. Join on 9.11.2017 by mobilising greater number of pensioners from Delhi and adjoining States.

6) Organize maximum strength - Attend with commitment - Bring your banners and flags - Issue Notices and Circulars - Hold GB meetings to enlighten members and organising them.

7) Kindly don't forget sending reports with photos to CHQ by email etc.

CHQ Calls upon to an all India Programme of Action

AIPRPA CHQ Calls for Programme of Action: 

Organize for Local Demonstration between 5th and 10th October!

Mobilize statewide for mass Dharna in front of GM Finance or DAP or CPMG office on 11.10.2017!



Dear comrades / colleagues,

The task of refixation of pension to all Pre-2016 pensioners and family pensioners is veryy. The present arrangements are totally inadequate to complete the implementation of 12.05.2017 orders to more than 3,00,000 postal pensioners and family pensioners. 

The Directorate's order to complete the work before 30.09.2017 will remain only in paper. By any pragmatic estimate, at the current speed and arrangements, it will take more than six months to accomplish the work. 

CHQ has written to DOP to make effective arrangements by even drawing expert retired AAOs, AOs, APM Accounts staff to form implementation cells at all levels to hasten the refixation work. It seems there is reluctance in many places to invite retired staff. Alternatively implementation cells with more regular staff also not formed. 

Under the situation, as per decision of 2nd AIC, let us organise a Programme of Action on this issue and also for demanding settlement of correct fixation to pre-2006 pensioners; early merger of Postal Dispensaries with CGHS; Medical insurance cards to Pensioners; and immediate family pension sanction to spouse of deceased pensioners within one month of death.

Programme of action:

1. Organize demonstrations at the convenience of Districts / Divisions on any date between 5th and 10th October in front of HPOs or Divisional Offices. 

2. Mobilize postal pensioners in huge number on 11.10.2017 in a massive Dharna in front of either GM Finance office / or DAP office/ or CPMG office at the convenience of respective State Association. Pensioners from all over the state be mobilised in this programme. 

All are requested to plan effectively for successful implementation.

Inadequate arrangement for implementation of 12th May orders!


AIPRPA CHQ Emails to Secretary DoP on inadequacy in arrangements for implementation of 12.05.2017 Orders!

The CHQ has emailed to Secretary Department of Posts about the inadequate arrangements for completing the pension re-fixation to all Pre-2016 Pensioners before 30.09.2017. The CHQ also communicated that there will be demonstrations by Postal Pensioners between 5th and 10th of October in front of HPOs / Divisional Offices and a mass dharna mobilisation in front of Office of GM Finance / or DAP / or Chief PMG on 11.10.2017 to focus the attention on this issue as well as on other important postal pensioners issues. Sir,
Sub: Implementation of 12th May orders of Pension Ministry – Inadequate arrangement of implementation – regarding.

This All India Postal & RMS Pensioners Association is constrained to bring to your kind notice that the arrangement to implement the 12.05,2017 pension refixation orders of Pension Ministry to all Pre-2016 Pensioners and Family Pensioners of Department of Posts is quite inadequate and insufficient. Another order of the Department of Posts to complete the implementation before 30.09.2017 may not be fulfilled on the face of large number of Pre-2016 Pensioners and Family Pensioners for whom only a handful of staff are assigned the work.

The small number of staff in DAP Offices are not going to complete the work in time despite the availability of software to work out the fixation. The earlier suggestion of this Association for considering formation of ‘Implementation Cells’ with expert retired APM Accounts and retired AAOs and AOs in sufficient number employed by the Department under the supervision of serving AOs etc is not being followed in all places. It may take several months to complete the work at the present speed with the present small team of staff attending to the refixation work. The Pensioners and Family Pensioners are very much worried about the possible time it may consume before they could actually get the increased fixation.

This Association in the circumstances has no other option but to focus the issue by organising demonstrations in front of HPOs / Divisional Offices from 5th to 10th of October and a massive dharna in front of Office of GM Finance / or DAP / or Chief PMG on 11.10.2017 by the Postal and RMS Pensioners. Incidentally the Dharna will focus other important issues of Pensioners also.

This Association will be grateful if the Postal Directorate could ensure adequate measures for completing the refixation of pension to all Pre-2016 Pensioners / Family Pensioners within a strict time frame of 31.10.2017.

1.10.2017 - International Day of Pensioners - TUI P&R Call!

The TUI (P&R) has called to observe 1st October as 'International Day of Fight for Pensioners'. NCCPA National Executive and 2nd AIC of AIPRPA have endorsed the call. The call shows the intensification of attacks in all countries over pension and social security. It also shows the significance of growing unity of pensioners at international level under TUI (P&R). All our State and District/Divisional/Branch Associations to observe the call with other affiliates of NCCPA in their respective centres. As far as Tamilnadu is concerned (see the Tamil circular below) the call given by State COC of Central, State Government and Public Sector Pensioners Associations be observed jointly. உலகத் தொழிற்சங்க சம்மேளனத்தின் (WFTU) அங்கமான சர்வதேச தொழிற்சங்கம் (ஓய்வூதியர் & பணிநிறைவானோர்) [TUI (P&R) வரும் அக்டோபர் முதல் நாளை “ஓய்வூதியர் உரிமைகளுக்கான சர்வதேசப் போராட்ட நாளாக” அனுசரிக்குமாறு அறைகூவல் விடுத்துள்ளது.

ஓய்வூதியர்களின் பென்ஷன் மற்றும் சமூகப் பாதுகாப்பு உரிமைகள் உலகம் முழுவதும் எண்ணற்ற நாடுகளில் கடும் தாக்குதல்களுக்கு உள்ளாக்கப்பட்டு வருகின்றன. உலகமயம் மற்றும் தாராளமயத்தின் பெயரால் ஏவப்பட்டுள்ள இத்தாக்குதல்களின் பின்னே அரசுகளால் உலகக் கார்ப்பரேட் குழுமங்களின் நலன்கள் உயர்த்திப்பிடிக்கப்படுகின்றன. அரசு ஊழியர்கள் மற்றும் பொதுத்துறை ஊழியர்களின் ஒரு பகுதியினரை கட்டாயமாக NPS திட்டத்தின் பெயரால் அரசு ஓய்வூதியத்திற்கு உரிமையற்றவர்களாக ஆக்குதல்; சமூகப் பாதுகாப்பும் பென்ஷனும் உத்தரவாதப்படுத்தப்பட்ட அரசு ஊழியர்கள் மற்றும் ஓய்வூதியர்களின் தலைக்கு மேல் தொங்கும் ஆபத்தான கத்தியாக PFRDA சட்டம் போன்றவை இந்திய நாட்டில் நமக்கெதிராக வந்துள்ள தாக்குதல்கள். உலக அளவில் பல நாடுகளில் இது போன்ற தாக்குதல்களுடன், பென்ஷன் அளவையே பல முறை வெட்டிக் குறைத்தல்; அரசு ஊழியர்கள் பணி நிறைவு பெறும் வயதை அதிகரித்தல் போன்ற தாக்குதல்களும் தொடுக்கப்பட்டு வருகின்றன.

இந்நிலையில் தான் உலக அளவில் ஓய்வூதியர்களையும் பணிநிறைவு பெற்றோரையும் திரட்டிப் போராடும் அமைப்பாக TUI (P&R) எனும் அமைப்பை WFTU உருவாக்கியுள்ளது. அந்த அமைப்பின் சார்பில் தான் 1.10.2017 அன்று சர்வதேச போராட்ட நாள் அனுசரிக்குமாறு அறைகூவல் விடுக்கப்பட்டுள்ளது.

தமிழ் மாநில மத்திய, மாநில அரசு மற்றும் பொதுத்துறை  ஓய்வூதியர் அமைப்புகளின் ஒருங்கிணைப்புக்குழுவின் சார்பில் அக்டோபர் 1 – சர்வதேசப் போராட்ட நாளை அனைத்து மாவட்டங்களிலும் சக்தியாக அனுசரிப்பதென்று ஒருங்கிணைப்புக்குழு முடிவெடுத்துள்ளது. அனைத்து ஓய்வூதியர் அமைப்புகளும் ஒவ்வொரு மாவட்டத்திலும் பொருத்தமான இடத்தில் ஒன்றுபட்ட ஆர்ப்பாட்டங்கள் – சிறப்புக் கூட்டங்கள் போன்ற வடிவத்தில் இந்த சர்வதேச போராட்ட நாளை சிறப்பாக அனுசரிக்குமாறு வேண்டுகிறோம்.

சென்னை தலைநகரைப் பொருத்தமட்டில் அனைத்து மாநில மற்றும் மாவட்ட அமைப்புகளால் போக்குவரத்துத் துறை தலைமையகமான பல்லவன் இல்லத்திற்கு முன்பு 3.10.2017 அன்று காலை 10.00 மணி முதல் 1.00 மணி வரை ஆர்ப்பாட்ட இயக்கம் நடக்கும். அனைத்து அமைப்புகளும் தம் கொடிகள் மற்றும் அமைப்புப் பதாகைகளுடன் கலந்துகொள்வது சிறப்பு.

Inspiring 2nd All India Conference of AIPRPA



The 2nd All India Conference of AIPRPA was held at the impressive M.B.Vingnana Kendram named as Comrade S.K.Vyas Nagar in honour of the departed veteran leader of the CG Employees and Pensioners at Vijayawada (Andhra Pradesh) from 17th to 18th September, 2017. The AIC was held in the massive auditorium of the premises named after the departed former Secretary General of NFPTE Comrade D.Gnaniah. The inaugural session and the subjects committee of the Conference was presided over by the CHQ President Comrade D.K.Rahate. Prior to the commencement of the inaugural session the National Flag was hoisted by Comrade M.Krishnan Secretary General of Confederation; the AIPRPA flag was hoisted by Comrade S.S.Roy the Working Chairman of NCCPA and floral respects were made to the martyrs’ column amidst renting slogans.

The Reception Committee headed by the Mangalagiri M.L.A as its Chairman and Comrade Y.Naghabhushanam as its General Secretary had taken the responsibility to arrange the AIC. The AIC was attended by 561 Delegates including the Office Bearers and Executive Members besides large number of Visitors. Delegates representing Delhi, Haryana, Punjab, Uttarpradesh, Assam, Manipur, Meghalaya, Odisha, Jharkhand, Madhyapradesh, Chhattisgarh, Rajasthan, Maharashtra, Telengana, Andhra, Karnataka, Kerala and Tamilnadu participated in the Conference. The participation of Delegates from the North Eastern States and Assam despite cancellation of several trains caused by flood situation was inspiring.

The inaugural address in the jam packed hall was made by the National Vice President of CITU Comrade A.K.Padmanabhan who elaborately spoke on the militant tradition of the Postal and CG Employees movement in India since the days of pre-independence and the role played along with the Central Trade Unions against the nefarious policies of liberalization and on the importance of Pensioners movement along with the working class. His speech touched on aspects of the attacks on labour laws and Pension and Social Security by the Central Government and exposed the hollowness of the false claims of the Rulers about the publicized growth of the economy. His speech also dealt at the role of the Indian Government in not ratifying the important conventions of ILO on grant of basic rights to organization and collective bargaining by the Civil Servants in India. He praised the militant participation of CG Employees movement in strikes despite the declaration of strikes illegal by the Government. He pointed out that on 19th September it will be the fiftieth year of 1968 glorious strike of CG Employees and soon we will be celebrating the centenary of the birth of the first formal trade union in India in the year of 1918. He called upon the Pensioners who are imbibed with the rich experience and knowledge of the trade union movement to play an active role in the general working class movement and fight for issues of common people in addition to our own economic issues.
The inaugural session of the AIC was also graced and addressed by the eminent leaders of the CG Employees and Postal Employees movement as well by the leaders of the International and Indian Pensioners movement including Comrades KKN.Kutty (Secretary General NCCPA); M.Krishnan (Secretary General Confederation); R.N.Parashar (Secretary General NFPE); D.Gopalakrishnan (TUI P&R Asia Pacific Region’s Organising Secretary); K.G.Jayaraj (General Secretary AIBDPA); S.S.Roy (Working President of NCCPA); C.C.Pillai (Ex-SG NFPE and CHQ Advisor); K.V.Sridharan (Ex-GS P3 and CHQ Advisor) and senior veteran leader A.G.Pasupathy (Patron AIPRPA Tamilnadu). The speeches were made by the leaders on different topics that enlightened the participating delegates and observers.

Comrade KKN.Kutty deliberated on the topic “NCCPA’s Role in unifying CG Pensioners & Settlement of Pensioners’ issues after 7th CPC”. Comrade M.Krishnan presented his views on the topic “Role of Confederation in solving Employees & Pensioners issues after 7th CPC”. Comrade D.Gopalakrishnan presented paper on the topic “Building TUI & PR in the Asia Pacific Region”. The topic of “Building NCCPA – AIBDPA & AIPRPA as the fulcrum” was dealt by Comrade K.G.Jayaraj. The “Role of NFPE & Service Associations in building NCCPA” was presented by Comrade R.N.Parashar. Comrade S.S.Roy deliberated on “Unification of All Pensioners Associations – Need of the Hour”. Comrade C.C.Pillai covered the topic “NPS – A dangerous device to divide the workers & the Community of Pensioners”. Comrade K.V.Sridharan spoke on “Rights of Pensioners and the power of knowledge on Rulings”.

The National Secretary of AITUC Comrade T.M.Murthy could not attend the Conference to deliver his Special Address. But the Telengana State President of AITUC and the National Vice President of AITUC as well as the Vice President of AIPRPA (CHQ) Comrade T.Narasimhan spoke on the attitude of the Government on worker related issues and the Pensioners problems as well as the immediate organisational issues confronting the AIPRPA organization. He also communicated the greetings on behalf of Comrade T.M.Murthy. 

The Stage during the inaugural session was also graced by  other leaders of NCCPA Comrades T.S.Parameswaran; C.P.Shobana, S.Rahman and Ishwar Singh Dabas; BCPC Deputy Secretary General Comrade D.D.Singh; and the Chair Person of Confederation’s Mahila Committee Comrade R.Seethalakshmi.

The Report that was placed by the General Secretary of AIPRPA Comrade K.Ragavendran was followed by a discussion amongst the Delegates. The discussion was absorbing and helped the organization to resolve its position on different issues of Pensioners. The major issues confronting the CG Pensioners in general and the Postal Pensioners in particular received prominence in the debate besides the efforts to build the AIPRPA as a stronger organization. The stand of Officialdom on Option Number 1 and the rejection by the Government on the grounds of infeasibility; The denial of grant of fixation based on the pay scale implemented to the post or cadre from which the pensioner was retired under 12th May Orders of the Government; the rejection of fixation to Pre-2006 Pensioners in accordance with the judgments of different courts to all similarly placed pensioners; the delay in accepting and implementing several health related recommendations to Pensioners etc received prominence both in the Report submitted by the General Secretary and in the debate that followed.

The progress made notwithstanding the above negative stand of the Government was looked into as a product of success attributable to the birth and the subsequent sincere efforts of AIPRPA. The role of AIPRPA along with different Pensioners Organizations to submit a common  memorandum to 7th CPC;  the consistent role to attempt the get Option Number 1 implemented; its role that created pressure on the Government to grant Option Number 3 in lieu of Option Number 1;  the positive recommendation of the Pay Commission to end the age-old discrimination against the Postal Pensioners on the matter of admittance in CGHS after retirement and the subsequent campaign to get the above recommendation quickly implemented etc had been  looked as the initial successes of the organization of AIPROA.

The AIC endorsed the line of continuing the struggle as resolved by the NCCPA’s National Executive held at Nagpur on 19th August and called upon the rank and file to mobilize and participate in full strength in the 1.10.2017 Programme of ‘International Day of Fight for Pensioners’ called by the TUI P&R; and in the ‘Massive Dharna’ of Pensioners on 25.10.2017 at New Delhi. The AIC also endorsed the call of moblisation of pensioners in the massive dharna of Central TUs on 10th November during the three days dharna of 9-11 at New Delhi in which the pensioners of Delhi and surrounding Circles shall be mobilized in larger numbers. 

The All India Conference also resolved to organize a Postal Pensioners Mobilization Programme in front of GM Finance offices or Director Postal Accounts Offices or Chief PMG offices on a Charter of Demands in the event of any undue delay caused in completing the implementation of 12.05.2017 orders of refixation of pension. The AIC recognized that struggles’ on the issues of Postal Pensioners is the only means to expand the membership base of AIPRPA as the scattered Postal Pensioners are wooed towards the organization only in the event of struggles focusing their interest.

The importance of building a stronger organization of AIPRPA by enrolling thousands of Postal Departmental Pensioners was recognized by the AIC. In addition, through an amendment it had paved way for enrolling the Postal Department Family Pensioners, Postal Department NPS Pensioners and Postal Gramin Dak Sewaks Pensioners.

The All India Conference also resolved to take initiative to found NCCPA COCs in States and Districts by joining hands with other affiliates of NCCPA like AIBDPA.

The enrollment of more subscriptions to the monthly journal of AIPRPA the ‘Pensioners Post’ and also of the monthly of NCCPA the ‘News Letter’ was stressed by the AIC.

A.G.Pasupathy.,  veteran leaders of the P & T movement and many others.  We have published a brief report of the Conference in our latest NCCPA bulletin, which would be in your hands in a few days time.  A new team of Office Bearers led by Comrades D.K.Rahate (President); K.Ragavendran (General Secretary); and Shankarpal Singh (Treasurer) was unanimousy elected in the conference.  The Conference had the presence and participation of about 600 delegates representing various States in the country. 

                Mass dharna on 25th October, 2017 at Delhi.
               
                Arrangements for the successful conduct of the mass dharna programme slated to be held at Jantar Mantar, New Delhi as per the decision of the National Executive of the NCCPA is on the anvil.  In our last circular letter, we have conveyed to you the quota fixed for each affiliate and State Unit.  We request and appeal to all concerned to adhere to the quota, rather make efforts that the same exceeds so that the first independent organisational programme we have decided upon could be made into a grand success. We have set up a small committee to oversee the programme and make necessary arrangements and logistics from among the leaders of the AIPRPA at Delhi.  We give here under the names and telephone Numbers of the members of the Committee. As indicated in our last circular letter, the State Units and the affiliates should take the responsibility for the comfortable stay of the comrades who come to Delhi to participate.  Since every one of them being above the age of 60, they must not face any problems at Delhi.  Therefore, kindly enlist the names of the participants and book their accommodation through on line booking of hotels or other Guest rooms.   The members of the Committee will render help in the matter of booking the accommodation. You may indicate the extent of expenditure you would be able to spend in this regard to the committee and request them to book the accommodation accordingly.  Money may be sent to them in advance so that they would not face any problem in booking the accommodation. 

                Delhi in October will be cold in the night and warm during day time.  It is advisable that those who are not accustomed to the cold climate keep a shawl or a half sweater for comfort. The dharna will commence at 11.00 A.M and is expected to be wound up at 3.30 PM at the latest.  It must be our endeavour to keep the time schedule and be punctual.   It will be desirable if the General Secretaries of the affiliates and the state COCs are present at least two days prior to 25th October, 2017 at Delhi for mutual consultation as also to help the comrades who come from various parts of the country.

Pension revision.

We have been receiving complaints from number of pensioners over the delay in the pension revision necessitated by the GOI order in No.38/37/2016-P&PW(A) dated 12th May, 2017.   The delay is attributed due to the fact that the said order has not made any specific authority to finalise the pension revision despite the issuance of the concord tables. We held discussions with some of the officials as to the details needed by the Accounts officers in finalisation of the revision   On the basis of the advice tendered by them we have prepared an application format which may kindly be filled in and submitted to the concerned accounts officers from whose jurisdiction, the pensioner had retired.  Therefore, even though the earlier order was categorical that no individual application from pensioner was necessary, we suggest that wherever necessary, pensioners may be guided to submit such an application. We have also decided to request the Pension department to ensure that the final authority in the matter is decided to be the concerned Zonal accounts officers.
