CHQ Emails to Secretary on Payment of DR immediately!

Sir,
Sub: Request for ordering immediate payment of
arrears of Dearness Relief to Pensioners before Diwali – reg.
The OM
for release of Dearness Relief 4% so that total DR will increase from 34% to
38% from 01.07.2022 has been issued by the DoP&PW as per the approval by
the Cabinet. The said OM was issued on 8.10.2022. As per the standing
instructions of DoP, any DR related OM issued by the DoP&PW can be
downloaded and implemented without waiting for any endorsement from the Postal
Directorate. Some circles do not even accept this stand but insist that the
Postal Directorate should endorse any OM for implementation.
As the
OM was issued on 8th October, it should have been implemented
all over India by the Postal Authorities. Unfortunately, there is no evenness
in the circles and divisions in this matter. Some Circles and Divisions make
the payment while some others take shelter behind the inability of the software
to make off-cycle payments during the month to the Pensioners and Family
Pensioners. This is not only escapism but also amounts to downgrading the
technology. This CHQ had already emailed to the DoP to kindly intervene so that
the software could be updated if needed.
As the
technology grows, more convenience should be available to us and definitely not
curtailment of our already existing facilities. Despite the OM being released
on 8th of this month, why do the Pensioners and Family
Pensioners have to wait for the whole month for payment along with the pension?
The technology growth is resulting in denial of payment after the issue of OM!
This is going backwards in the name of new technology! What is the use of such
a technology? Either the technology should have been improved already or
rejected as backward by the DoP.
This CHQ
would request you to intervene immediately so that DR arrears payment is made
to all before the coming Diwali besides once again issue reiteration of earlier
standing instructions so that on DR any OM issued by the DoP&PW is to be
immediately implemented without waiting for any endorsement.
