 IMPLEMENTATION OF 10.06.2025 ONLINE FORUM OF CIVIL PENSIONERS ASSOCIATIONS MEETING 

As decided in the online meeting of Forum of Civil Pensioners Associations on 10.06.2025, the struggle against the validation clause will be conducted at the Apex Court and also organizationally.

The Legal Committee will shortly send the affidavit by the Senior Advocate Kapil Sibel and the same will be exhibited in the whatsapp group shortly. So far nearly 10,00,000 rupees are received and the Associations not contributed are requested to remit the same at the earliest, as time at our disposal is short.

The organizational Programme of action in continuation of 3.4.2025 will be as follows:

1. Human chains at all District level on 25.07.2025.

2. State level united convention of Forum of Civil Pensioners Association and submission of memorandum (memorandum copy will be supplied by All India ) to State Governors for onward transmission to Central Government between 24.08.2025 and 28.08.2025l. As per local conditions, the March to Governor or a delegation to Governor can be on the day of convention or some other date between 24.08.2025 to 28.08.2025.

3. Meet the local Members of Parliaments (both Loksabha and Rajyasabha) and ask their support from 07.09.2025 to 14.09.2925 by giving our Memorandum Copy.

4. Organize Press Meet in State Headquarters between 20.09.2025 and 23.09.2025 and give our copy of memorandum and programme of action for good publicity.

5. Delhi Chalo and submission of memorandum to President of India; Prime Minister of India; and Chief Justice of India on 11.10.2025. Time of Delhi Chalo at Jantar Mantar and time for delegation to meet the President, Prime Minister and the Chief Justice will be intimated shortly.

Forum of Civil.Pensioners meeting on 10th June!

 Online Meeting on 10th June to decide the Supreme Court case against Validation Amendment!

The online meeting of Joint Forum of Civil Pensioners Associations formed on 2.5.2025 to finalize the Supreme Court Case against validation amendment passed by the Central Government on 25.04.2025 will be held tomorrow on 10.06.2025.

The link to that meeting was already sent to concerned comrades and if any Chief Executive of Associations wants to join the meeting the same link will be sent. All are requested kindly to attend the online meeting and guide. As President NCCPA desired, it is kept as a small meeting to take decisions. But an enlarged meeting of Joint Forum of Civil Pensioners Associations to explain the decisions and to  implement jointly will be convened shortly and all will be invited to that online meeting.

 Many achievements during this time. Postal Pensioners were not admitted in CGHS unless they retired from CGHS cities! We have made it possible that all Postal Pensioners irrespective of their area of retirement, can join CGHS. Postal Dispensaries were merged with CGHS. Compulsory retirement was not given treatment at par with others! We consistently took it and the issue was settled. AIPRPA and Pensioners Post played its prominent role so that Option 3 in lieu of Option 1 was implemented to us! We can narate our achievements but we are waging a bitter fight for many other issues! 

 To strengthen the movement of Pensioners, we have to strengthen our journal!

Trade Union International (Pensioners & Retirees) 3^rd World Congress

 

The 3^rd World Congress of TUI (P&R) is being organized at Athens (Greece) from 14-18 April, 2024. Greece is an European Country and we learn that the Pension Quantum was reduced 17 times in that country and many Pensioners committed suicide also. Powerful movement by the Pensioners Associations and Working Class of that country headed by WFTU and TUI(P&R) have been launched. An appropriate country to hold the World Congress of the TUI(P&R).

 

From India, six Delegates and one Visitor representing NCCPA, AIBDPA and AIPRPA as well as a new Affiliate ‘All Kerala Bank Retirees Forum’ and an accompanying husband of a woman comrade from AIBDPA are to attend. So far VISA is granted to 5 Comrades by Greece and the remaining two are trying for VISA.

 

Comrades K.Ragavendran Secretary General NCCPA and TUI Asia Coordinator; D.K.Debnath General Secretary AIPRPA; A.K.Ghosh Working President NCCPA and Member of the Finance Commission TUI(P&R); Swastika Dasgupta AIBDPA Vice President and Member of the Women Commission TUI(P&R); her husband got the VISA so far.

 

Comrades K.G.Jayaraj General Secretary AIBDPA and Executive Committee Member TUI(P&R); M.Suresh General Secretary AKBRF and a new Member TUI(P&R) have not been given VISA so far by the Greece. The attempts are on and shortly the results will be known.

 

The World Congress of TUI(P&R) is expected to be large with representatives of a large number of countries of the world. The World Congress will review our past growth and plan for the movement to be launched by the world pensioners and retirees in all countries. We know well that already each year October 1^st is being observed as “World Pensioners Day” by the TUI(P&R) synchronizing with the UN Call of “World Elders”. Against the medical mafia who charge different medicines with different prices with a profit motive is targeted and the world congress will plan action.

 

From India, we are going to emphasize an excusive action in addition to World Pensioners Day as decided in our Thiruvananthapuram Regional TUI (P&R) Conference recently. It is an occasion to understand the condition of Pension and
Social Security in all countries today and to plan for appropriate action. We will also take up the new affiliation to TUI(P&R) the ‘AKBRF’ and ‘DRPU’ as they have expressed their desire to become affiliates of TUI(P&R).

NCCPA monthly journal will.soon be opened circulation. All efforts are on.  The name (title) of the journal will be as approved by the RNI. Expect the announcement soon in the month of May, the working class month. All action is being carried out at Tiruchy and Chennai. We are confident that the NCCPA monthly organ will be soon in your hands. New suggestions for the journal are welcome. All are free to suggest the new topics to be in this journal. It is planned that 24 pages of running matter + 4 pages of colourful wrapper will adorn the journal. 

The annual price of the monthly for Jan to December will be 240/-. All affiliates are kindly requested to enroll subscribers from now onwards @ 160/- from May to Dec (8 issues). International Women Day Symposium!

 

March – 8: International Women Day

 

The International Women Day on March 8 is observed in the whole world. It is evident that the countries of Socialism depict a different picture of safety and economic freedom to the women in contrast to the capitalist world that is no doubt the overwhelming majority.

 

In the capitalist world, the women are looked upon as sex objects and women trafficking is a major concern. Girls and women are forced into sex trade and there is no humanity in this flesh trade. There is no financial freedom to women in the capitalist countries where the working women also are financially subservient to the men folk especially the husbands. The equal pay for men and women is still a far cry in most of the countries except in big businesses and Public Sectors.

 

International Women Day should be an eye opener and the women folk should come out openly in opposing the injustices against them. The day is creating awareness among the women folk more and more. But, wearing of same sarees in the offices and celebrating the day with sweets etc are not going to bring the situation to any change and the struggles alone can lead to emancipation. The men folk no doubt should involve in the struggle but it is the women who have to organize themselves and agitate against the prevailing injustices.

 

WFTU (World Federation of Trade Unions) has taken initiative to organize a symposium online today at 8.30 P.M IST. The topic of the INTERNATIONAL SYMPOSIUM is “THE ROLE OF WORKING WOMEN IN THE INTERNATIONAL CLASS ORIENTED TRADE UNION MOVEMENT”. DANIA LEYVA (Cuba) and CINZIA DELLA PORTA (Italy), members of the Educational Committee of the IWI (International Workers Institute) will be addressing the symposium.

DoP&PW Held meeting with Pensioners Associations including AIPRPA

 

First Meeting held with DoP&PW Today!

Today at 3.00 P.M the DoP&PW Officer Ms.Ramanjit Kaur held the first Meeting with the newly selected Pensioners Associations to have an interactive session to inform the registration process in Darpan Portal to us. In detail the process was explained and it was agreed to send by email the soft copy of the process so sign up too. AIPRPA was represented by the CHQ President Comrade K.Ragavendran and the General Secretary Comrade D.K.Debnath. Shortly we will submit required forms in Portal as sought for. The Government will sanction grants to the tune of 75,000/-every year to our Association.

 

 

Tomorrow there is another meeting to be taken by the Secretary DoP&PW Shri. V.Srinivas with us on the issue of 100% saturation approach for submission of Life Certificate by Pensioners.

 

 

AIPRPA is registered now in the Pensioners Portal and therefore the Association is invited by the Department of Pension to these meetings. - KR CHQ President AIPRPA

 

NCCPA Emails to Prime Minister for grant of Notional Increment!

 NCCPA Writes to Honourable Prime Minister!

After seeing the confusion created by the OM of Comptroller and Auditor General of India, who normally consulted before issuing any OM by the GOI, the NCCPA decides to write to the Honourable Prime Minister of India personally and to the PMO for intervention in this urgent matter. In addition to seeking the intervention of JCM Staff Side Secretary to write to the Government on this issue, NCCPA is writing directly seeking the intervention of the Honourable Prime Minister too.

Letter was addressed to the Honourable Prime Minister seeking his personal intervention early to put a full stop to the confusion caused. The letter addressed to the Prime Minister and sent by email are placed for the information of our members – KR SG NCCPA

Respected Sir,

Sub: Request to issue OM by DOPT for granting notional increment for all eligible Pensioners retired on 30th June and 31st December and vacating the confusion created by Comptroller and Auditor General in his OM – reg.

The National Coordination Committee of Pensioners Associations (NCCPA) would humbly request you to study the following and grant the notional increment to all retired on 30th June since 1.1.2006 and on 31st December since 1.1.2016.

The Government’s stand point was not acceptable to the Supreme Court of India and also to many High Courts of the country and they have all ruled to grant the increment notionally and refix the pensionary benefits for the litigants of 30th June and 31st December retirees. Kindly refer to the judgments of the Supreme Court delivered on 11.04.2023 (Civil Appeal No 2471 of 2023), This judgment of the Supreme Court was delivered after taking various High Court Judgments into consideration. The Supreme Court was categorical in its judgment that it would amount to arbitrariness if the notional increment is denied to Government Servants retired after one year of unblemished service and also would be like punishing the Government Servants for no fault of them. Thus, the Supreme Court was in complete agreement with the verdicts of Karnataka, Madras, Delhi. Allahabad, Madhya Pradesh, Orissa and Gujarat High Courts. The Government can note that all the intervening applications were allowed and the benefit was conferred by Courts.

Kindly refer to the reply given out to JCM Staff Side Secretary by the Official Side that the issue is receiving attention in the background of different Court Judgments. All of us are eagerly waiting for the favourable stand of the Central Government to be released in the OM of DOPT. But to our shock and disbelief the OM issued by the Comptroller and Auditor General vide its OM on 18.01.2024 stated that the notional increment will be granted only to those who retired on or after 11.04.2023 or 30.06.2023 onwards! The belief that normally all Orders are consulted with the Comptroller and Auditor General by the Government is adding to the confusion.

This NCCPA requests your personal intervention and cause to issue the OM by the DOPT to clear all confusion early and also to grant the notional increment to all including the Audit & Accounts Employees covered by Comptroller and Auditor General by correcting the mistake in that OM.

Let us wait and act!

 30th June Notional Increment!

Comrades! First please understand as to why in Comrade T.Mani & others judgement in Madras High Court is not appealed by Government through SLP in Supreme Court? Why many judgments in various courts were honoured by Government? 

Reason is it is contemplating issue of general OM allowing notional increment to all eligible officials. This is the main reason for the behaviour of Government. Otherwise, we know better, that the attitude of Govt is to drag every one till the last level of all courts. 

Secondly, the letter of Official Side to JCM Staff Side Secretary that the issue is under active consideration of Govt is to be cited. Why such a letter? If the government rejects an issue, it will reject like DA/DP arrears or Other issues. So, let us wait for the final action of govt.

 JFROPS (NJCA) Call - NCCPA's Solidarity! 

Confederation of CG Employees has reminded once again that the JFROPS has decided to organize relay hunger fast (24 hours relay) from 8th to 11th January, 2024 in front of Offices in order to mobilize the Employees for the Indefinite Strike for which they have voted earlier in all places. 

The NCCPA calls upon all Affiliates to extend total cooperation by sitting in Dharna enmasse from 10.00 A.M to 6.00 P.M on the days of Fast by JFROPS. Take the banner and flags of NCCPA and Affiliates to the program and extend solid support to the struggling employees against scrapping of NPS and PFRDA.

Call for International Action on November 29 – International Day of Solidarity with the

Palestinian People

The 29^th of November is observed by the United Nations as the International Day of Solidarity with the Palestinian People.

The WFTU considers the 29^th of November 2023 as a day on which the class-oriented trade union movement will culminate its actions of solidarity, showing practically to the suffering Palestinian people that they are not alone in their struggle for freedom and dignity, against the genocide.

The ongoing bloodshed has been going on and escalating since the 7^th of October and has already resulted in thousands of people losing their lives and many more injured, makes the need to intense our actions of solidarity with the struggling Palestinian people, more urgent than ever before.

Τhe massacre in Palestine, the brutal and unacceptable bombing of the hospitals, the killing of a child every 10 minutes, are crimes which are committed with the provocative tolerance and support that Israel receives from the USA, the European Union and the rest of their allies.

The root cause of this situation is the occupation and illegal settlement of the occupied Palestinian territories by Israel and the continuous, daily crimes and the blockades of Gaza that have been committed against the Palestinian people for decades.

The consistent and principled support and solidarity to the heroic Palestinian people had always been a priority for the international class-oriented trade union movement. It is clear that the only way to secure and consolidate peace and security for the people in Palestine and Israel, but also in the wider Middle East, is to immediately end the Israeli occupation and settlement in the occupied Arab territories, as provided for in the UN resolutions, and to establish an independent Palestinian state on the 1967 borders with East Jerusalem as its capital and guarantee the right of return of Palestinian refugees. At the same time, it is also clear as the imperialist aggression intensifies, our solidarity must intensify too!

While Palestinians in Gaza live without food, water and electricity for almost two months, while an unprecedented murderous attack is being carried out to flatten the Gaza Strip, the workers from every corner of the globe refuse to stay silent! The militant trade unions join their voices with the Palestinian people, condemn the imperialist hypocrisy, and demand an immediate ceasefire.

The WFTU calls on its affiliates and friends, class-oriented and militant trade unions around the world to organise mobilizations and demonstrations, both in the streets, but in the workplaces as well, with the poster of the campaign and Palestinian flags, under the slogan:

“The workers of the world stand with Palestine!”

Let us observe the 1st death anniversary of Comrade KKN Kutty!

 

Comrade K.K.N.Kutty 1^st Anniversary!

It was on 08.12.2022 that our Secretary General KKN Kutty had passed away and we are completing one year since his demise on the coming 08.12.2023. Comrade KKN Kutty had been a versatile leader of both the Pensioners and Serving employees. He led the movement of entire CG Employees through Confederation of CG Employees & Workers in different capacities including its Secretary General. He led the movement of Income Tax employees movement for several years as the Secretary General of ITEF. He became our Secretary General in our Kolkata AIC after the demise of Comrade S.K.Vyas and continued it that capacity till he breathed his last on 8^th December, 2022. We are going to hold our 5^th AIC at Chennai just after his 1^st Anniversary and we will be greatly missing his presence and leading us. We have lost an invaluable leader of our movement in his demise.

Let us observe the 1^st Anniversary on 08.12.2023 in all places through our Affiliates of NCCPA jointly and remember the great sacrifices of Comrade KKN.Kutty. Kindly send the photos and reports of the observance of the 1^st Anniversary in your places.

National Pensioners Day on 17.12.2023 - NCCPA CHQ Webinar on 18.12.2023 Evening!

 

National Pensioners Day!

This year National Pensioners Day to honour the memory of D.S.Nakara and to honour the milestone Judgment delivered on 17.12.1982 by the Supreme Court is to be celebrated by all. All Affiliates are requested to plan and implement the observation of Pensioners Day befittingly on 17.12.2023 and later.

However, the NCCPA CHQ is organizing the National Pensioners Day in virtual mode on 18.12.2023 at 4.00 P.M to 5.15 P.M under the presidentship of President Comrade Shiva Gopal Mishra.

There will be only two speakers who will be presenting key papers on “Historic Nakara Judgment and the NPS”. The two speakers are Comrade C.Sreekumar WFTU Deputy General Secretary and Comrade VAN.Namboodiri the NCCPA Patron.

All our delegates of Affiliates of NCCPA will generally returned to their respective headquarters after the completion of NCCPA AIC at Chennai on 13-14, December 2023. They should however organize that successful holding of the webinar on 18.12.2023 evening.

Urgent and absolutely necessary!

Many of you have not sent the list of delegates + details of their arrival in chennai and departure! 

How the Reception Committee will arrange to pick up from Stations and organize lodge accommodation? 

Some comrades stated date of arrival only but not mentioned the exact train number and probable arrival time in Chennai. Some not sent the consolidated list but piecemeal lists only. The Reception Committee is having the list of entitled delegates to all Affiliates but your own lists are either short or in excess of that number! Please reconcile!

If all arrive in last minute without informing, it will be extremely difficult.to pick up and send to earmarked lodges. It will also be impossible to commence the AIC in time and complete! 

Please understand! Kindly send the consolidated list to Reception Committee GS comrade Mohan in Mohankavin@gmail.com all the details urgently and at any cost within a week. Please understand that Reception Committee is badly in need of these information to organize effectively. The venue of AIC and the lodging are totally different and the Reception Committee has to organise efficient pick ups in different Railway Stations in Chennai at odd hours and at the Airport too.
