NJCA meeting today at 4.00 P.M in New Delhi has resolved to go ahead to launch the declared indefinite strike from 11th July, 2016. Now there is no turning back; No more harbouring of doubts as to whether there would be strike or not; No more rumours about 23,500 and 2.7 Fitment  factors! All roads lead to 11th July strike! Remember this date has its own history and tradition; it was on this 11th July 1960 the great indefinite strike of 1960 commenced! It was against the retrograde recommendations of 2nd CPC; Now it is against retrograde recommendations of 7th CPC! In 1960 it was Jawaharlal Nehru Government which tried to ridicule the strike by saying "CG employees are holding the tiger's tail"; Nehru Government was much more stronger than the present Modi Government! Now Modi government is trying to ridicule the CG movement by constituting a ECoS to eat six months time and now declares 7th CPC recommendations on depressed minimum basic pay and fitment factor cannot be changed! It is a challenge to the united CG movement! NJCA has taken the challenge head long! AIPRPA red salutes NJCA for its historic decision. Now no more turning back; Comrades! HOLD PROTEST DEMONSTRATIONS IMMEDIATELY 

The CHQ of NCCPA calls upon all Affiliates and Units of NCCPA to organise immediate protest demonstrations condemning the decisions of Cabinet to reject basic modifications sought in 7th CPC report by CG Employees & Pensioners. Even Option Number 1 of Pension refixation recommended by CPC is not accepted but referred to Committee. Therefore our Affiliates and Units are called upon to stage protest demonstrations all over india and adopt the following resolution in the protest meetings and send the same to the Prime Minister of India, New Delhi 110001.

DRAFT RESOLUTION TO BE ADOPTED IN THE PROTEST MEETINGS OF NCCPA AFFILIATES & UNITS ON 30.06.2016

This protest meeting of ________________________ affilitated to National Coordination Committee of Pensioners Association  held on _________2016 is extremely distressed over the most condemnable decision of the Government of India in referring the 7th CPC recommendation concerning option 1 which grants a small relief to the Pensioners to the committee headed by the Secretary Pension, who had suggested to government for its rejection ab initio. By rejecting that recommendation, the Government has proved beyond doubt that it is led by the obnoxious advice tendered by a self serving bureaucracy who are basically anti-poor and anti-worker. The Government must rescind this anti-pensioner decision and ask the Pension Department to allow Option Number 1 to all Pensioners as an alternate fitment formula.

Latest Flash! NJCA meets! 

NJCA meets at 4.00 P.M tomorrow (30.06.2016) to react to the Cabinet decisions on 7th CPC recommendations. Confederation condemned the government decisions and called for spontaneous protest demonstration in all places. NJCA is expected to condemn the decisions of cabinet and reiterate the indefinite strike.

CRUX of News Conference by FM Arun Jaitley! 

Minimum Basic Pay: 18000
Figment factor: 2.57 for pay and pension
Annual increment: 3%
Date of increment: 1st Jan & 1st July
23.6% hike for joint secretary & Director level officers.
14.27% hike for lower employees.
Allowances: Secretaries Committee will further discuss - presently all allowances continue as they are.
No deduction for insurance as recommended
Civil military parity issues will be decided later - This means no immediate decision on Option 1 of refixation of pension to all pre-2016 pensioners recommended by CPC.
DOPT & other Ministries to be asked to decide non-pay, pension issues.
All administrative side recommendations will be reviewed by respective departments and decided.
Committee will look into NPS
Pay hike will generate more demand : FM
Govt salaries now bigger than private sector: FM
Arrears payment this year itself
CHQ comments:
1. Modifications in minimum wage and fitment factor sought are rejected.
2. Allowances are time being allowed; but the Damocles of Sword will be hanging on the heads of employees. This also means no doubling of allowances normally done by CPC this time. Good tactics; make the employees fight to retain the existing allowances so that no need to enhance them!
3. Insurance recovery not accepted is a big relief indeed.
4. Date of increment on 1st January and 1st July is definitely an improvement.
5. Option number 1 for refixation of pension stands referred to Committee & DOPT/Other Ministries. So only 2.57 figment factor to all pre-2016 pensioners.

Totally, much dissatisfactory! What about the leakage of news about basic pay enhancement to 23500 made by ECoS as reported by media? Whether the reports are false or Cabinet overruled ECoS decisions? Finance Minister appeared to swallow something while started to say about ECoS decisions! What is the actual happening?
Comrades! There appears no alternative to strike! Or else the meagre wage increase, lowest in 69 years will come to stay for another 10 more years!
The decision of NJCA likely to be flashed at any time. Let there be a total strike to call the bluff of Government a bluf!

Bonanza? or Shame?

CHQ's initial reaction to Cabinet Clarence of 7th CPC!

Just watching TV Channels like you all - No official details yet available through Staff Side leaders. Honourable FM Arun Jaitley has congratulated the historic rise by 7th CPC in his tweet today! As the news flashes go on it is revealed:
1. No change in MTS minimum basic pay as it is only 18,000! What happened to media hypes and non-stop rumours of 23000?
2. No change in 18,000 means no change will be there in Fitment Factor of 2.57 also. Great!
3. 23% hike in salary including raises in allowances! What is the meaning? No change in retrograde recommendations of 7th CPC.
4. It is evident that the Empowered Committee of Secretaries headed by the Cabinet Secretary has been killing valuable time without applying their minds to the Staff Side Memorandum.
5.Government simply gained more time without caring to sort out the genuine concerns of employees.
6. As far as the Pensioners are concerned, it is not known as to whether the Cabinet accepted the recommendations of Pay Commission to offer Option Number 1 for refixation of pension by notionally adding number of increments in the last pay prior to retirement.

SCOVA Disappoints yet again! 

28th Meeting of SCOVA has also turned out to be another disappointment, at least to all Pre-2006 HSG-1 Pensioners! The issue of HSG-1 Pre-2006 pensioners are to be refixed  their pension in GP 4600 level on the grounds that this was only the replacement scale to this cadre has not been accepted by Department of Expenditure. They treat it as a higher pay scale granted to HSG-1 from 1.1.2006 and hence not applicable to Pre-2006 pensioners as like all other Pre-2006 pensioners of various cadres. Despite the assurance of Pension Secretary given out during the periodical meeting with Staff Side JCM leaders for reconsidering the issue, nothing happened on the issue in general too. No alternative but to unite with all pensioners organizations and take to street as like the veterans did to win OROP! Also let us get ready for knocking the doors of judiciary for HSG-1 Pre-2006! Justice delayed is better than justice denied! - KR GS AIPRPA

Highlights of ATR of SCOVA

SCOVA MEETING ON 27.06.2016

The postponed meeting of SCOVA will be held tomorrow. The ATR (Action Taken Report) on the old agenda items has been released by the Ministry of Pension. The same can be downloaded by clicking the link below:


Highlights of the ATR:

1.       Grant of Grade Pay 4600 to HSG-I Pre-2006 Pensioners has been rejected by the Department of Expenditure.
2.       Defense, Railways and Postal Departments have declared that all Pre-2006 Pensioners have been issued with revised PPOs.
3.       Health Insurance Scheme to all Pensioners including the Pensioners live in non-CGHS area is pending for final EFC Note to be circulated by the Ministry of Health.
4.       On “Extension of CGHS to all P&T Pensioners” the Department of Expenditure  has advised the Ministry of Health to link the issue with the recommendation of the 7th CPC on this issue and to take a final decision.
5.       On Merger of 78.2% IDA to Pensioners of BSNL, a Cabinet Note has been submitted to the Honourable Minister of Communications.
6.       On extension of CGHS to Telecom Pensioners the ward entitlement etc once the DOT provides the information of equivalent scale of pay on par with the pay scales and IDA available in the BSNL/MTNL.
7.        Health Ministry is examining opening of CGHS in Chandigarh/Mohali/Panchkula. In Ambarnath the renovation work of CGHs dispensary will be over in three months. The process to appoint regular staff to Dehradun CGHS has been initiated.

NCCPA (National Coordination Committee of Pensioners Associations) National Secretariat meets in New Delhi! 

GS AIPRPA is attending NCCPA Secretariat meeting at New Delhi tomorrow. Comrade Shiv Gopal Mishra Chairman NCCPA & Convenor NJCA is presiding. All office bearers are summoned by Secretary General NCCPA comrade KKN Kutty to this important meeting. Decisions taken by NJCA and the present situation on important demands including pensioners after some recent interactions with Cabinet Secretary will be expectedly presented for the consumption of NCCPA leaders. - KR GS AIPRPA

UNRESPONSIVE GOVERNMENT AND ANGRY EMPLOYEES & PENSIONERS

NJCA Marches Ahead with indefinite strike from 11th July



The crucial meeting of NJCA held today morning has resolved to go ahead with the proposal for intensification of preparations for an indefinite strike from 11th July, 2016. As the Government  has not evinced any positive response despite the NJCA Convenor Comrade Shiv Gopal Mishra has written to Honourable Prime Minister of India seeking his intervention to resolve the issue. It was in this background only the Parliament March held by the CG Employees under the banner of NJCA yesterday at Jantar Mantar had already resolved to organise the Indefinte Strike as planned from 11.07.2016 and to intensify the preparations for the strike. 

NCCPA meets tomorrow at New Delhi and it will plan the activities from the Pensioners Platform to mobilise all pensioners for its own issues as well as for extending solidarity to CG Employees.

Pre-2006 Pensioners with less than 33 years service - Check with the Table!

What should be your Minimum Pension?

Delinking of 33 years of service for full pension for all Pre-2006 Pensioners with less than 33 years of service including those with just 10 years service are now guarenteed a minimum pension of 50% of the minimum of the pay scale and the appropriate Grade Pay corresponding to the pre-revised scale of pay in which the Pensioner had retired. 

Now you may verify your basic pension w.e.f. 1.1.2006 with the following Table and if the figures in the Table is more than your basic pension as per your PPO, then you are eligible for refixation of pension with effect from 1.1.2006 and full arrears:

NFPE R3 AIC OPENS IN GANDHINAGAR GUJARAT TODAY

31st AIC of NFPE R3 at Gandhinagar (Gujarat)

The 31st AIC of NFPE R3 has commenced its three day session today at Gandhinagar the capital of Gujarat. In the backdrop of the call for an indefinite strike by the entirety of CG Employees by the NJCA on 11th July; the call for one-day strike by the Trade Union Centres and Federations including the Confederation and NFPE on 2nd September, 2016 and the implementation of Cadre Restructuring by the Postal Department partially in the Postal  Wing Group 'C' section, this AIC is meeting. Comrades M.Krishnan (SG Confederation); C.C.Pillai (Ex-SG NFPE and CHQ Advisor to AIPRPA); R.Seethalakshmi (GS P4); P.Suresh (GS R4); and R.Sathyanarayana (GS Postal Accounts) among other leaders attended. On invitation from Giriraj Singh the GS of R3, Comrade K.Ragavendran General Secretary AIPRPA and Ex-SG NFPE also attending the AIC. CHQ Office Bearers of AIPRPA Comrades Y.Naghabhushanam and B.M.Sunda also participating in the AIC.
